The Panama Metro annulled in its entirety the report issued by the evaluation commission that analyzed the economic proposals of the companies interested in the contract for the cleaning of all the infrastructure used for the operation of line 2.
The decision was made after the participants in the tender presented their objections against the commission’s report, which had determined that none of the interested parties complied with the requirements requested in the specifications.
Given this conclusion, the evaluation commission recommended to the Panama Metro that the public act be declared void, but the railway company’s board requested that a new review of the 6 proposals be carried out.
Among the disqualified bidders are Sicarelle Holdings and Professional Cleaners who competed in 2020 for the current contract, with Professional Cleaners coming out on top after being awarded at that time, with a $3.9 million bid.
The other entrants, who were also disqualified, are Metro Waste Management ($4.8 million), Intraseo ($4.4 million), Millennium Security Service ($4.2 million), and Team Service Facility ($4.3 million).
In their defenses, those interested in the contract estimated at $4.5 million, indicated that the evaluation commission carried out an incomplete analysis of the information related to the key personnel to carry out the cleaning tasks, in addition to not correctly assessing what is related to the association agreements, among other points.
Unlike the current contract, the new tender includes cleaning and cleaning of the branch that connects line 2 with the Tocumen International Airport, a 2-kilometer section that should come into operation during 2022.
The company in charge of this work must guarantee the minimum number of personnel for each station, which will range between 6 and 8 people.
