The Dominican Telecommunications Institute (Indotel) announced the start of an international public tender for the allocation of radio spectrum in the 700 MHz, 1700/2100 MHz (AWS), 2300–2400 MHz and 3500–3700 MHz bands, with the aim of promoting investment and expanding the provision of next-generation mobile telecommunications services in the Dominican Republic.
The call is based on Resolution no. 013-2026 of the Indotel Board of Directors, dated February 26, 2026, as well as in the general conditions of the tender, available on the institutional website.
As part of the process, interested parties will be able to register until May 5, 2026 and submit queries about the specifications until May 7, 2026, in accordance with the mechanisms established in the bases.
The regulatory body reported that the receipt of offers is scheduled for June 16, 2026 and that the opening of economic offers will take place on July 28, 2026. The award is scheduled for August 2026, in accordance with the official schedule.
In this process, the telecommunications institution has proposed allocating up to 60 MHz in the 700 MHz band, 30 MHz in the 1700/2100 MHz band (AWS), 100 MHz for the 2300–2400 MHz band and 120 MHz in the 3500–3700 MHz band, in accordance with the particular aspects of the specifications.
The specifications contemplate that the awarded companies may execute, as a counterpart and for up to 30% of the amount to be paid, development projects and obligations to do, aimed at universal service and closing the digital divide.
Indotel details that this process is part of its approach to guarantee efficient use of the radio spectrum, satisfy the spectrum needs required for the correct development of the sector and meet the demand for quality public telecommunications services, promoting competition.
The tender is carried out within the framework dictated by the General Telecommunications Law no. 153-98, the National Frequency Attribution Plan (PNAF) established by Decree 266-23 and the applicable international standards and recommendations.
