Cuban government authorizes the private sector to create homes for the elderly and people with disabilities

The Cuban government authorized the private sector to create residences for the care of older adults or people with disabilities, as reported in the Official Gazette number 23, published this Thursday.

The services will be enabled through the modality of “day care residences, permanent care residences or day and permanent care residences,” as explained.

Those interested in establishing this type of business will need the endorsement of the Municipal Director General of Health, from which it will be certified “that the requirements established to provide these services are met, in accordance with what is regulated by the Ministry of Public Health.”

According to the Official Gazettethe Minister of Public Health is in charge of establishing the requirements for authorized residences, as well as guaranteeing the medical and dental care of the beneficiaries.

In addition, it must develop and control the training and accreditation of the people who carry out the activity, through schools for caregivers, while at the same time it should organize and carry out courses for the training of the owner of the care activity.

It is also established that “the holders of the care activity for beneficiaries offer at least ten percent of the capacities authorized to grant to people of social interest, due to their vulnerable status.”

The agreement of the Council of Ministers similarly establishes “the exemption from paying the lease of the state premises where the care service is provided for a period of two years, extendable up to three, if the economic situation of the service requires it.”

Once this period has expired, “the owner of the property, together with the advice of the Municipal Administration, must evaluate the relevance of whether or not to collect the lease or the delivery of the premises in usufruct.”

Caring for the elderly has been a concern for families, but as emigration has increased and daily life is battered by the eternal crisis, some are looking for alternatives in the growing private sector, as the agency recalled. Reutersregarding the creation of the TaTamanía MSME, in 2023.
