Parliamentarians ask Alcolumbre to nullify the vote on the INSS CPMI

A group of members of the Joint Parliamentary Commission of Inquiry (CPMI) of the National Social Security Institute (INSS) sent a request to the president of the Senate, Davi Alcolumbre (União-AP), to request the annulment of this Thursday’s vote (26). They accuse the president of CPMI, senator Carlos Viana (Podemos-MG), of fraud and also ask for an analysis of the case by the Senate Ethics Committee. The document includes photos that were presented as supposed proof of irregularities in a tumultuous session that approved 87 requests. Among these decisions, are the breaches of banking and tax secrecy by businessman Fábio Luís Lula da Silva, son of President Lula.

In the document sent to Alcolumbre (photo), five senators and nine deputies, the majority from the government base, ask, in addition to the suspension of the effects of the vote, that the appeal be presented to the Senate’s Council of Ethics and Parliamentary Decorum to investigate any breach of parliamentary decorum by the president of the commission, senator Carlos Viana.

For parliamentarians, the vote was “riddled with vice” and “compromises the legality of the legislative process, violates the democratic principle and projects legal uncertainty over all subsequent acts”. They asked that each of the 86 applications be voted on one by one.

In addition to Lulinha’s breaches of confidentiality, these requests included new summons, such as that of former executive and partner of Banco Master Augusto Ferreira Lima, former federal deputy André Luis Dantas Ferreira, André Moura; businesswoman Danielle Miranda Fontelles and Gustavo Marques Gaspar, former advisor to senator Weverton Rocha (PDT-MA).

In the arguments of parliamentarians who signed the document, five images were included that would prove the presence of their votes against, which would change the result of the vote.

“As the audiovisual records and photographs of the session demonstrate, the requests were, in reality, rejected by 14 votes against, in contrast to seven votes in favor”.

In these images, there is the identification of parliamentarians on their images. They are standing. “The senators and deputies who voted against the global requirements stood up from their seats and raised their arms, demonstrating in an unequivocal and visible way”, says the document.

According to the 14 parliamentarians, this did not occur due to a mere interpretative controversy. “The seriousness of the fraud in the counting of votes is aggravated by the clear bias in the conduct of the work. The opposition group, through the Presidency of the CPMI, carried out an arbitrary selection of requests for the day’s agenda.”

The document was signed by senators Randolfe Rodrigues (PT-AP), Soraya Thronicke (Podemos-MS), Jussara Lima (PSD-PI), Jaques Wagner (PT-BA) and Teresa Leitão (PT-PE), and deputies Paulo Pimenta (PT-RS), Damião Feliciano (União-PB), Átila Lira (PP-PI), Cleber Verde (MDB-MA), Orlando Silva (PCdoB-SP), Romero Rodrigues (Podemos-PB), Alencar Santana (PT-SP), Neto Carletto (PP-BA) and Rogério Correia (PT-MG)

Speaking to press vehicles, senator Carlos Viana said that he hopes that the president of the Senate receives all versions of what happened in the vote.

“I have great peace of mind that the House’s regulations have been complied with and that we have all the conditions to follow through on the requests.”
