Santo Domingo.– The mayor of Santo Domingo East, Dio Astaciodefended the legality of the council’s actions after the General Directorate of Public Contracting declared the nullity of a minor purchase process for RD$1,416,000 and sent the file to the Public Ministry for alleged irregularities.
Astacio assured that all the actions of the City Council have been carried out under strict adherence to the legal framework and in accordance with the guidelines established by the governing body of the public procurement system.
The municipal executive explained that the resolution was issued in default and that the institution was formally unaware of the existence of the aforementioned process, which is why it will now proceed to deposit the required documentation within the period of five working days granted by the DGCP.

They will withhold funds from the supplier
As a preventive measure, Astacio reported that the council will retain the funds corresponding to the supplier involved until final approval is obtained from the purchasing and contracting authorities.
He indicated that the City Council will collaborate with any additional requirements from the competent bodies and that he trusts that, once the administrative procedure is concluded, it will be demonstrated that the institutional action was correct.
The Mayor’s Office reiterated its respect for the supervisory role of the General Directorate of Public Contracting and pointed out that the review mechanisms strengthen transparency in public management.
The mayor reaffirmed ASDE’s commitment to legality, transparency and the responsible use of public resources for the benefit of residents.
