The Redata program, aimed at tax incentives for the construction of data centers in the country, can be reestablished if there is interest from the National Congress, said this Wednesday (25) the Minister of Finance, Fernando Haddad.
The provisional measure (MP) that established the special taxation regime lost its validity after the president of the Senate, Davi Alcolumbre, decided not to vote on the text within the deadline, which ends this Wednesday.
According to Haddad, the government will now seek dialogue with the presidents of the Chamber of Deputies and the Senate to assess whether there is room to revive the proposal.
“We will have to understand if there is an indisposition or if there is possible negotiation to approve a project that could bring billions of reais to Brazil”, declared the minister after accompanying President Luiz Inácio Lula da Silva to India and South Korea.
According to Haddad, the economic team is studying alternatives to reestablish the program without violating tax legislation that restricts the granting of new tax benefits.
Digital sovereignty
Haddad classified the special regime as a matter of “digital sovereignty”. According to him, the objective is to attract investments and ensure that sensitive Brazilian data is processed in the country.
“For us, it is a question of digital sovereignty. We want to attract investments to Brazil. There is a lot of sensitive data that is being processed outside the country and that we believe should be processed here”, he stated.
Data centers are structures responsible for storing and processing large volumes of information, including cloud services and artificial intelligence systems. Because they require constant refrigeration, they are also large consumers of electricity.
Special regime
Edited in Septemberthe MP of the Special Taxation Regime for Datacenter Services (Redata) provided tax benefits for companies in the sector that met counterparts, such as:
- • Allocate at least 10% of processing to the domestic market;
- • Invest 2% of the value of goods acquired with incentives in research and digital innovation;
- • Publish sustainability reports, including Water Efficiency Index (WUE);
- • Use exclusively clean or renewable energy sources.
The proposal had been approved by the Chamber, but was not tabled in the Senate in time to replace the provisional measure, which lost its validity.
