Santo Domingo.– The Dominican Liberation Party (PLD), through its Secretary of Information Technologies and member of the Political Committee, Domingo Jimenez Reyesstated that the national blackouts recorded on November 11, 2025 and February 23 show structural failures in the management of the electrical systemand denounced that sector officials “are passing the buck” without assuming responsibilities.
Jiménez Reyes maintained that, based on the official explanations offered about the anomaly, it is not normal that a single failure in the transmission system causes the total collapse of the electrical service in the country.
“The lines can fail. What is not normal is that a single transmission failure turns off an entire country,” he argued in a note sent to the media by PLD.
He explained that a properly operated electrical system must be able to isolate the fault, sustain the frequency with sufficient inertia and reserves, and redistribute the load through alternate routes.

“If the system collapses, the line did not fail: the contingencies, protections and coordination failed,” he stressed.
Question coordination between entities in the sector
The political leader also questioned the management of load shedding, a mechanism that is activated when the frequency deviates from 60 Hz to avoid a greater collapse.
“If the shedding was insufficient or late, there are shared responsibilities between ETED (Dominican Electric Transmission Company), the Coordinating Body, the EDE (Electricity Distribution Companies) and the generators. That is not a technical detail: it is risk management,” he commented.
In his opinion, the fact that a local failure has caused two national blackouts in a few months is a worrying sign about the vulnerability of the electrical system.
“Failures happen. That a local failure shuts down the country twice in a few months is unacceptable. As long as officials explain the failure and avoid taking responsibility, the system will continue to be exposed to another collapse,” he concluded.
