This Saturday, the National Assembly (AN) began the Public Consultation of the Venezuelan Red Cross Bill, approved in the first discussion, unanimously, on February 3.
The consultation began at the main headquarters of the Venezuelan Red Cross, in Caracas, and is led by the Board of Directors of Parliament, deputies Jorge Rodríguez, Pedro Infante and Grecia Colmenares, as well as by the head of the Permanent Commission on Education, Health, Science, Technology and Innovation, deputy Jehyson Guzmán.
The president of the Legislative Branch reported that more than 300 proposals have been received to nourish this legal instrument. «More than 300 proposals that have been made for the drafting of the Venezuelan Red Cross law include the eight to 10 proposals that you (Venezuelan Red Cross) brought; “All were included in the bill.”
Rodríguez underlined the human value behind the initiative, highlighting the selfless work of the volunteers and staff of the institution. There are laws that feed the soul and there are necessary laws, but annoying. If you are going to make a debt law or you are going to make a budget law, that is a factor that must be done. It is necessary; The country lives and develops based on those administrative laws. But making a law to protect those it protects cannot be done except with the instrument for the soul. And a way to thank each and every one of you, who give so much in silence and often without recognition to help those who suffer. “I think this is the first time that the National Assembly has come here to say thank you to all of you.”
The highest representative of parliament explained that this law is concise and important, that it complies with international humanitarian law treaties that respect the neutrality and independence that the Red Cross has throughout the world, “that it preserves the principles of sovereignty and territorial integrity, that it respects international treaties and that, mainly, it establishes the framework so that you can more easily, with greater independence and with greater autonomy carry out your work to support disasters and vulnerable people.”
He highlighted the work of the Venezuelan Red Cross in caring for compatriots who arrive in the country through the Great Mission Return to the Homeland. «23,000 people have been assisted by the Venezuelan Red Cross. “Each one has received a hug from you, the lifeguards, from you, the volunteers of the Venezuelan Red Cross.”
«Each one has received their personal hygiene kit, their health kit, each one has received psychological care, medical care; “Each one who has arrived, when he receives the hug of the Venezuelan Red Cross, understands that he returned to his country and that his country received him with open arms in the form of the Bolivarian government and in the form of the Venezuelan Red Cross,” he added.
It is noteworthy that the Venezuelan Red Cross Bill contains 29 articles that seek to establish the legal framework of the organization that is part of the largest humanitarian network in the world.
