On June 16 of this year, José Marí Balcázar must appear virtually at the oral trial hearing against him for the alleged crime of common illicit appropriation to the detriment of ICAL Lambayeque. In case of non-attendance, he will be declared a contumacious offender and his arrest will be ordered at the national level.
This is established by a judicial resolution of August 25, 2025 in which the oral trial installation hearing is announced.

The hearings will be held virtually through the Google Meet application and, if applicable, in person in the hearing room, it reads.
Those mentioned also include Víctor Raúl Pariona, Balcázar’s legal defense; to the Deputy Prosecutor of the Second Provincial Corporate Prosecutor’s Office of Chiclayo, Dora Hidalgo Rodríguez; and the representative of the Illustrious Bar Association of Lambayeque.
Five people arranged by the Public Ministry and one for the defense of the accused are also summoned as witnesses.
The resolution adds that it is “the obligation of the representative of the Public Ministry to assist in the location and appearance of witnesses and experts that she has proposed for the oral trial.”
About the case
The summons is part of alleged irregularities during the period in which Balcázar served as dean of the Lambayeque Bar Association between 2019 and 2022.
According to what was stated by the ICAL Lambayeque, Balcázar “was charged with ethical, civil and criminal charges, such as the alleged appropriation of funds from the institution, changes in ownership of bank accounts, complaints, defrauding a legal entity and others.”
“In José María Balcázar Zelada, the members placed their trust to direct the destinies of the Illustrious Bar Association of Lambayeque, not only to represent us as dean but also to correctly manage our assets and funds. However, to date he refuses to account for the expenses generated during his management. This constitutes clear evidence that he does not comply with the ethical, moral and integrity standard required to assume the Presidency of Congress and, subsequently, the Presidency of the Republic of our beloved Homeland,” it reads.
ICAL Lambayeque rejects the application of José María Balcázar
The Lambayeque Bar Association (ICAL Lambayeque) issued a public statement rejecting the appointment of Balcázar Zelada as the new president of Peru.
They mention that there are “several criminal complaints that are in court pending resolution,” which were delayed by parliamentary immunity.
To cite one case, the ICAL indicates: “N°8804-2019 followed before the 8th Preparatory Investigation Court – Flagrancy of the Superior Court of Justice of Lambayeque and N°09240-2025-0-1706-JR-PE-04; and others.”
The institution highlighted that as a result of these questions, after a disciplinary process the Ethics Council decided to “definitely expel him from the order”, “a statement that was confirmed when resolving his appeal by the Court of Honor of the Illustrious Bar Association of Lambayeque through Hearing Resolution No. 3, issued on December 2, 2024.”
