Customs tariff exemption on raw materials extended indefinitely in Cuba

LIMA, Peru – The Cuban authorities extended the exemption from the payment of Customs Tax, for the importation of goods destined for productive processes or for the insurance of these productions.

A report from the state Cuban News Agency (ACN) indicates that the measure will be in force “until economic conditions demand it” and applies to all economic actors, state and non-state, as stated in Resolution No. 21, of the Minister of Finance and Prices (MFP), of February 3, 2026, published last Tuesday in the Official Gazette No. 20.

The ACN recalled that this is a benefit implemented from 2024 through Resolution 329, of November 11 of that year, and covers more than 230 tariff subheadings that focus on feed, fertilizers, pesticides, veterinary medicines, seeds, implements and agricultural inputs.

According to the MFP, in 2025 110 entities enjoyed this tax benefit, while the main imported products were sugar, animal feed, wheat flour, edible fats and beans.

“Some of them are even among the most commercialized by Non-State Forms of Management,” highlighted the ACN.

The measure is also added to another extension announced last month by the General Customs of the Republic, which maintains tariff-free non-commercial imports of food, medicines, hygiene products and medical supplies, in force since 2021 due to the deterioration of economic conditions and internal shortages on the Island.

With these provisions, the Cuban regime seeks to alleviate its own production and supply limitations in a context of serious economic crisis, shortage of foreign currency, inflation and a drop in production at the national level.
