Chief of the Southern Command evaluated the three-phase plan proposed by the US during a visit to Caracas

The Southern Command asserted that it is committed to promoting the national security strategy together with “partner countries to build a secure and prosperous future for the hemisphere.” The Minister of Communication and Information of Venezuela, Miguel Pérez Pirela, reported that at the meeting “both countries agreed to work on the design of a bilateral cooperation agenda” for issues related to drug trafficking and migration, among others.


The head of the United States Southern Command, Marine General Francis L. Donovan, evaluated the three-phase plan proposed by the North American government for Venezuela, during a visit to Caracas this Wednesday, February 18.

Donovan, together with the chargé d’affaires, Laura Dogu, and the US Deputy Undersecretary of National Defense, Joseph M. Humire, held a meeting with Delcy Rodríguez, in charge of the national Executive; Vladimir Padrino López, Minister of Defense; and Diosdado Cabello, Minister of the Interior, Justice and Peace.

“The conversations focused on the security environment, the steps necessary to ensure the implementation of President Donald Trump’s three-phase plan – particularly the stabilization of Venezuela – and the importance of shared security throughout the Western Hemisphere,” the Southern Command statement said.

The arrival of the head of the United States Southern Command comes less than a week before the visit of the Secretary of Energy, Chris Wright, who also met with Delcy Rodríguez on the oil issue.

Since last January 3, when the United States bombed Venezuela and captured Nicolás Maduro and Cilia Flores, Donald Trump’s government assured that it would administer Venezuela and be in charge of the marketing of Venezuelan oil. The United States authorities designed a three-phase plan to apply in Venezuela: stabilization, economic recovery and transition.
