After José Jerí's censure: How will the next president of Congress be chosen?

After the censure approved against the now former president José Jeríthe president in charge of the Congress, Fernando Rospigliosicalled the plenary session for this Wednesday, February 18, to carry out the election of the head of that power of the State that will complete the Annual Period of Sessions 2025-2026.

This election will take place at 6:00 PM in a face-to-face session in the Auditorium of the José Faustino Sánchez Carrión Building of Parliament. This is how these elections will be carried out.

List registration

The election of the president of Congress is carried out in accordance with article 12 of the Congress Regulations, which establishes the procedure for electing the members of the Board of Directors.

By virtue of this, the candidacies of congressmen Segundo Héctor Acuña Peralta, from the Honor and Democracy bench, were presented; María del Carmen Alva Prieto, from Acción Popular; Edgard Reymundo Mercado, from Untos por el Perú, Voces del Pueblo and Block Magisterial, and José María Balcázar, from Perú Libre.

The Chief Official’s Office informed the president of Congress of the registered lists, ordering their publication in tables.

The choice

Once the plenary session begins tomorrow, the election of the president of the Board of Directors of Congress is carried out in accordance with the following rules:

a) Once the proposed lists of candidates have been read, the Board of Directors invites two congressmen to act as tellers and monitor the normal development of the electoral act. The tellers will sign the voting papers.

b) Once the session is reopened, the president places his vote in the amphora, followed by the other members of the Board of Directors and the scrutinizing congressmen. The other congressmen will immediately be invited to deposit their voting cards when they are called by their last name in alphabetical order.

c) Once the call to vote is over, the president carries out the scrutiny, vote by vote, helped by the congressmen who are the scrutineers, reading each ballot voted.

d) Once the scrutiny is over, the president proclaims as elected member of the Board of Directors the candidate on the list who has managed to obtain a number of votes equal to or greater than the simple majority of concurrent congressmen. If no list obtains a simple majority, a second vote will be carried out, following the same procedure, between the two lists with the greatest number of votes, proclaiming the candidates from the list that obtains the greatest number of votes.

e) The elected candidate then takes the oath and assumes his duties immediately. The elected president will do so before the president of the Board who presided over the electoral act. (…)
The swearing-in formula will be the one in common use, for God and the Country; unless a congressman expresses the desire to dispense with the invocation of God in his oath, to which the Board of Directors will immediately agree. No member of Congress or the Board of Directors may assume their duties or positions if they have not taken the oath.
