The political scene is tense again. This Tuesday, February 17, from 10:00 in the morning, the Congress of the Republic will debate in an Extraordinary Plenary Session the seven motions that propose the censure of José Jerí in his capacity as head of Parliament.
The motions met the minimum requirement of 78 signatures required by article 50 of the Legislative Regulations. If the censure is approved, the national representation would have in its hands the dismissal of a third president in just over three years, after the vacancies of Pedro Castillo in 2022 and Dina Boluarte in 2025.
The seven motions under debate
Between January 21 and 27, seven motions of censure were presented:
- 21240, promoted by Ruth Luque (Popular Democratic Bloc).
- 21241, promoted by Elías Varas (Together for Peru – Voices of the People – Magisterial Block).
- 21247, promoted by Jaime Quito (Socialist Caucus).
- 21251, driven by Edward Málaga (Not grouped).
- 21256, promoted by Esdras Medina (Popular Renovation).
- 21257, promoted by Pedro Martínez (Popular Action).
- 21284, promoted by Hamlet Echevarría (JPP – Voices of the People – Magisterial Block).
Each of them questions Jerí’s permanence at the head of Parliament amid investigations and political controversies.
Jerí will not attend the debate
On Sunday night, on the program “Sin Rodeos” on Panamericana Televisión, José Jerí confirmed that he will not attend the plenary session. He argued that, under the current procedure of debating a censure, it is not appropriate to exercise his right to defense.
“I appeal to the sense of responsibility of Congress to not continue contributing to a climate of instability,” said the head of Parliament, in a message addressed to the different benches.
What happens if censorship succeeds?
If the necessary votes are reached, the election of a new president of Congress will be called, who would immediately assume the head of the State in accordance with the constitutional order. The procedure includes the presentation of candidacies and a deadline for the respective vote in the chamber.
However, if censorship does not gain sufficient support, the tension would not diminish. According to legislator Fernando Rospigliosi, the first item on the agenda of the ordinary legislature that begins on March 1 would be the vacancy motion against Jerí, which would prolong the political uncertainty.
