Cuban regime companies receive million-dollar purchases from the US under federal licenses

LIMA, Peru – Documents from the Miami-Dade County Tax Collector’s Office reveal that several state entities of the Cuban regime appear as recipients of million-dollar exports from the United States, authorized through federal licenses.

Among the beneficiaries are the state business group Palco, several ministries (Agriculture, Food, Construction and Culture), the National Institute of Sports, Physical Education and Recreation (INDER) and a company directed by Commander Guillermo García Frías.

According to the recordsdozens of licenses granted to companies registered in Miami-Dade allow shipments to organizations and institutions of the Castro Government, which would contravene the regulations under which these permits are issued.

One of the firms mentioned is Mayabe Express Corp., with licenses approved in 2023 and valid until 2028. In particular, license 01357316, issued on March 26, 2024, has as its final recipient the Palco Business Group, an entity created in 1979 and directly subordinate to the Council of State, in charge of managing official businesses and headquarters of companies and foreign embassies on the Island.

Among the final recipients of this license are companies such as Alimpex, Frutas Selectas and Alcona SA, the latter belonging to the Flora and Fauna Business Group and directed by García Frías.

Until 2025, purchases made under that license amounted to $33.2 million and with authorization from the Bureau of Industry and Security (BIS) of the United States Department of Commerce.

Shipments include construction materials, plumbing and electrical supplies, construction tools, appliances, kitchenware, air conditioners, as well as doors, windows, paints, fencing, roofing and flooring materials.

On the other hand, there is also Chuvy Services Corp., an entity that promotes itself as a “shipping company” to Cuba and passport and car rental services. Its export license D1382631, valid between November 2024 and November 2028, has as its final recipient Consumimport, belonging to the Foreign Trade Business Group (GECOMEX), a supplier to organizations such as the ministries of Education, Public Health, Higher Education and the Sports Industry linked to INDER.

Among the final beneficiaries of the products are the Cuban Fund for Cultural Assets, agricultural companies of the Ministry of Agriculture, the INDER marketing company, Cubazucar and the company Alcona SA.

Under this license, purchases of $87.7 million in cleaning supplies, personal hygiene, household appliances and hardware are reported. In addition, vehicles, trucks, specialized equipment and high-end automobiles are included (including brands such as Audi, Cadillac or Tesla), raising the total invoiced until 2025 to 671.46 million dollars.

For its part, the company Rapid Multiservices & Messenger Corp., registered sales to Cuba for 461.75 million dollars in September 2024. Among the beneficiaries are Alcona SA, the Supplier Company of the Ministry of the Food Industry (PROPES), the Ceballos Agroindustrial Company, Apicuba, the Victoria de Girón Agroindustrial Company, the Palco Importer and the Heritage Management Company (part of the business group of the Office of the Historian of Havana under the control of the GAE Business Administration Group, linked to the Armed Forces of the regime).

In contrast, the documents that authorize export licenses for companies based in the United States establish specific conditions: the products must be used to “satisfy the needs of the Cuban people,” they cannot be re-exported to third countries, nor used to generate income primarily for the Government, nor be sold or leased to state entities.

However, the question remains whether these regulations are enforced. In a letter sent in November 2025 to the Miami-Dade Tax Collector’s Office, the law firm representing El Chuvy Services Corp. maintained that one of the permits used by the company, under the License Exception to Support the Cuban People (SCP), authorizes exports intended to improve living conditions, strengthen civil society and facilitate trade and travel.

So far, the aforementioned companies have not responded to requests for comments on the final destination of the products made by the independent media. Cuban Diary. However, the Miami-Dade County Tax Collector’s Office reported that, after detecting the operations, it sent the records to the competent federal agencies for review, within the framework of its legal obligations.
