Tomorrow, the Congressman José Jerí He will serve 130 days as head of the presidency of the Republic. Tomorrow, however, could also be your last day in Government Palace. That is if any of the seven motions of censure that will be debated within the framework of an extraordinary plenary session and which were motivated mainly by his clandestine meetings with Chinese businessmen are successful.
Until the closing of this edition, according to preliminary calculations of Peru21the proposals to censure the president would have some 79 votes guaranteed; According to the Internal Regulations of Parliament, its approval requires the vote of “more than half of the legal number of members of Congress.” It must be remembered, however, that several constitutionalists have indicated that censure is not the way to remove Jerí from the presidency, but rather the vacancy, for which a single motion has been presented, which does not appear on the agenda of tomorrow’s plenary session. Its approval requires 87 votes.
THE VOTES
Ruth Luque from Together for Peru confirmed that she will vote in favor of Jerí’s departure, while Edgar Tello from Podemos Peru indicated that his group seeks to consolidate a unified vote along the same lines. José Cueto from Honor and Democracy and Karol Paredes from Avanza País, for their part, announced that they will support the censure of Jerí as will at least seven parliamentarians from Acción Popular, according to Edwin Martínez.
They are joined by the 11 congressmen from Peru Libre, as well as others from the Socialist Caucus, Popular Democratic Bloc and Popular Renewal.
The position of Alianza Para el Progreso (APP) is different, from where, according to reports, Richard Acuña, who is not a congressman, but is a leader of the group and son of its owner, would have been promoting the position of abstention among the parliamentarians of his bloc. Luis Valdez, general secretary of the party, told Perú21 that the bench supported one of the motions of censure against Jerí with their signatures, but made it clear that it was to “hear the president,” so the final decision on the dismissal will be communicated at the time of the vote. Regarding Acuña Jr.’s efforts, he responded briefly that they have not talked about it.
Fuerza Popular, meanwhile, maintains its posture of shielding Jerí. Congressman Ernesto Bustamante told this newspaper that censorship is “irresponsible” based solely on evidence.
“There is no variation with respect to our position. We want stability in the country and it seems irresponsible to us to use this mechanism, with only preliminary indications and evidence,” he mentioned. In the counterpart was Héctor Valer, spokesperson for Somos Perú, who anticipated his support for censorship.
CONTRADICTIONS
But José Jerí’s concerns do not end with censorship. Tomorrow, Tuesday, the Oversight Commission will also vote on the proposal to request special powers from the Plenary for 30 days to investigate José Jerí’s clandestine meetings with Chinese businessmen. According to the preliminary report to which Perú21 had access, the working group chaired by Elvis Vergara found “contradictions” between the president’s versions and those of the Chinese businessmen, which is why — it says — “this commission considers that the standard of suspicion of the existence of reasonable indications that affected the public interest has not been cleared.”
The commission also found contradictions when Ji Wu Xiaodong indicated that he visited the Government Palace on several occasions accompanying Zhihua Yang, to coordinate activities related to the Peruvian-Chinese Brotherhood Day. “However, he cannot explain whether they were accredited by the Embassy of the People’s Republic of China or were in their personal capacity,” the document indicates.
The working group also mentions that Jerí maintained that Ji Wu Xiaodong did not speak Spanish, however the businessman himself accredited himself to Congress as a language translator. Many loose ends that the person in charge of the Presidency has not been able to and apparently did not want to clarify either.
