Álvaro Rojas Delzo, a civil engineer with master’s degrees in Public Management and Strategic Administration, seeks to make the leap from the private sector to the Legislature. The Renovación Popular candidate proposes aggressive oversight against irregular concessions and defends the “fast track” model to unblock projects such as the Central Highway.
Beyond political proposals, what is Álvaro Rojas looking for on a personal level?
I seek to transcend. Seven out of ten people do not know what their great-grandfather’s name was. When I backpacked to Egypt, I felt the same as I did in Machu Picchu: we are a piece of sand in the desert of time. I want my daughter and my grandchildren to see that their father did something for their land. I’m not going to steal; Money doesn’t move me because I have known how to generate it in the private sector. I want to be inscribed in the memory of time like a Ramiro Prialé.
You served for 12 years in the PPC. Why the transition to Renovación Popular?
There is a family debt. My maternal grandfather, from the PPC, was murdered by terrorists when I was not even a year old. I joined the PPC at 18 because of its legacy, but after losing registration. Renovación Popular was the natural line, it is a party that opened its doors to me without charging me a single penny.
What is your position on controversial issues such as abortion and sexual education?
We are a pro-life party. Regarding abortion, even in cases of rape, we maintain a position against it; I must stick to the ideal of the party. Regarding sexual education, I am in favor of teaching it to prevent abuse and pregnancies, as I was taught at the Salesian school, but without falling into sexual debauchery. Regarding the case of Congresswoman Jáuregui, I applaud her helping raped girls, although I reject the public exhibition of her photographs.
What will characterize the parliamentary management of Álvaro Rojas?
We have a road deficit greater than 70%. The problem is the “shell companies”: consortiums that rent the “cardboard” of a large company, but do not even have a forklift. This is what happened on the Concepción-Comas-Satipo highway: a company with only seven workers managing 300 million soles. As a deputy, my work will be oversight: with a cell phone and the RUC it can be detected in five minutes if a company has operational capacity.
As an engineer, what is your position on the future of the Central Highway?
Rafael López Aliaga already came out to say that the four-lane highway is going. He has given an alternative that can be done in less than five years. If a leader comes and tells you that he can do it with the fast track modality—build while the file is executed—, we must bet on the new. Let’s leave that old chip; I also asked myself “what is this?” when I heard it, but I started reading and the law allows it. It is the only way to move forward, the Central Highway claims more victims than the hitmen in Junín.
