Safe Carnival: Cadastur identifies regular tourism companies

The cities of Rio de Janeiro, Salvador, Recife, Olinda, São Paulo, Brasília and Belo Horizonte are already experiencing Carnival days, with revelers chasing the fun of street blocks, samba schools, parties and axé.Safe Carnival: Cadastur identifies regular tourism companies

So that national and foreign tourists do not suffer scams or carry out irregular contracts, the Ministry of Tourism provides the National Register of Tourist Service Providers (Cadastur).

Using the federal government’s official system, it is possible to check whether a company or tourism professional operates legally in Brazil.

Cadastur brings together and identifies tourism service providers in the country capable of carrying out their activities and who are recognized by MTur.

Registration is mandatory for companies and professionals involved in activities related to tourism, for example, guides, travel agencies, accommodation facilities, event organizers, convention centers, concert halls, tourist transport companies, theme parks and tourist camps.

Currently, throughout Brazil, there are more than 190.6 thousand registered providers and, therefore, in regular status with Cadastur.

How to access

Free consultation of registered tourist service providers can be done via the Cadastur tool website.

When entering the website, you must click on “I’m a Tourist – Consult Providers”.

The search can be carried out using the National Register of Legal Entities (CNPJ), the company’s trade name or even the Individual Register (CPF), in the case of tour guides. The search can also be filtered by location and type of activity carried out.

If the provider is not located during the consultation, the service is probably not regular.

Tips

The Cadastur website also provides tips for hiring tourist services and planning the consumer’s trip.

  • be wary of prices well below the market;
  • seek references;
  • consult opinions about the service provider, for example, on internet review sites;
  • analyze the conditions of the contract before signing it and ask any questions, especially about cases of cancellation and possible changes;
  • demand and keep proof of purchase of the tourist service (contract, emails, advertisements, tickets, invoice) that can help in claiming rights, if necessary;
  • For safety, hire ecotourism or adventure tourism companies that follow technical safety standards from the Brazilian Association of Technical Standards (ABNT).

Complaint

MTur advises consumers to report companies and professionals without registration with Cadastur.

If your consumer rights have been harmed, regarding what you contracted or what the advertisement advertised, the customer should contact the consumer protection agency in their state to make a complaint.

Another way is to access the platform Consumidor.gov.br.

This is a collaborative public service that allows direct dialogue between consumers and companies to resolve consumer conflicts.

carnival numbers

In 2026, the expectation of the Ministry of Tourism (MTur) is that more than 65 million revelers will take to the streets across Brazil, which represents an increase of 22% compared to 2025.

The party will generate around R$14.48 billion throughout Brazil, an increase of 4% compared to the same period in 2025, according to the estimate released by the National Confederation of Commerce in Goods, Services and Tourism (CNC).
