Intrant will strengthen controls on electric skateboards; warns of sanctions

The National Institute of Traffic and Land Transportation (Intrant) announced that it will strengthen controls and inspection to guarantee the compliance of the standards that regulate the use of skateboards electrical and other devices mobility personnel in public spaces, with the aim of protecting pedestrians and guaranteeing the road safety.

Through a press release, the institution recalled that “the electric skateboards They cannot travel on the sidewalks and they must respect a maximum speed limit of 20 kilometers per hour.” Any alteration of the motorization system that allows this range to be exceeded constitutes a direct violation of the regulation, in accordance with current regulations.

Electric bicycles and motorcycles

Instead, the electric motorcycles whose propulsion depends on the accelerator – even if they have pedals – are considered motor vehicles and must comply with current legal requirements, including official license plate, registration, civil liability insurance policy, category 1 driver’s license and mandatory use of a helmet.

  • The executive director of IntrantMilton Morrison, insisted on the importance of differentiating between mobility personal and electric motorcycles: “the electric skateboards without a saddle and pedal-assisted bicycles whose motor complements human effort are considered mobility personnel, subject to speed limits and the mandatory use of protective helmets,” the statement said.

The entity explained that these measures respond to the increased use of devices of electric mobility on public roads, which makes it necessary to strengthen order, especially in areas of high pedestrian traffic.

The Intrant reported that it will notify the General Directorate of Customs (DGA) and the General Directorate of Internal Taxes (DGII) of the obligation for all electric motorcycles to complete the ordinary import and registration processes before circulating. It will also inform importers, distributors and rental companies of their responsibility to guarantee compliance with the current legal framework.

Sanctions

Failure to comply with these provisions carries equivalent sanctions from one to three minimum wages of the centralized public sector, according to article 251 of Law 63-17 on MobilityLand Transportation, Transit and Road Safety.

The inspection will be in charge of the General Directorate of Traffic and Land Transportation Safety (Digesett).
