The Chamber of Deputies approved this Tuesday (10) the bill that creates the Federal University of Sport (UFEsporte)based in Brasília, to work in the area of knowledge related to sports science. The proposal will be sent to the Senate.
THE Bill 6133/25 was an initiative of the federal governmentpresented at the end of last year. At the same time, the government also announced the creation of the Federal Indigenous University (Unind), whose project is still in progress.
The text approved in plenary is a substitute for the rapporteur, deputy Julio Cesar Ribeiro (Republicanos-DF). He removed expressions such as misogyny, racism and gender from the text in the section about the purposes of the new university linked to tackling these issues in sport.
The proposal allows the opening of campuses in other states in the future.
The statute of the new agency will define its organizational structure and way of functioning, observing the principle of non-separation of teaching, research and extension activities. The institution may use alternative forms of entry, service and promotion strategies, respecting inclusion and quota rules.
“The creation of UFEsporte is justified by the fact that Brazil lacks qualified professionals in the areas of management, sports science and public policies, a situation that contrasts with the country’s recognized ability to discover great sporting talents”, highlighted the rapporteur, when reading his vote in plenary.
In addition to other donated assets, legacies and rights, UFEsporte will have movable and immovable assets from the Union that the project allows to donate to the institution to begin operating administratively. The authority will also have occasional revenues, as remuneration for services provided compatible with its purpose; and agreements, agreements and contracts signed with national and international entities and organizations.
Part of the revenue from bets may also be directed by the Ministry of Sports.
According to the project, it will be up to the federal government to appoint the rector and vice-rector with a temporary mandate until the university is organized in accordance with its statute. It will be up to the temporary rector to establish the conditions for choosing the rector in accordance with the legislation.
Within 180 days of the appointment of the temporary rector and vice-rector, the institution will send proposed statutes and general regulations to the Ministry of Education.
“The public and free offer of undergraduate and postgraduate courses for technologists, covering all regions of the country, focusing on the quality of training of new professionals and ensuring conditions of access and permanence for student athletes, seems very positive to us and tends to fill a historical lack of professionals in the sector”, continued deputy Julio César Ribeiro, in his vote.

Public tender
After authorization from the budget law, The institution may organize a public examination and qualification competition for entry into the higher education teaching career and the technical-administrative career.
For the government leader, deputy José Guimarães (PT-CE), the creation of the university is much more a demand from society than an initiative from the government.
“This has been discussed for a long time. All Brazilian sportspeople ask for this university to exist, including as a trainer of athletes and guidelines for Brazilian sport in its various modalities,” he said.
Contrary to the proposal, deputy Alberto Fraga (PL-DF), deputy leader of the opposition, stated that the project is “electorist and populist”.
“The government announces the creation without putting a penny into the Budget. It’s pure marketing, it’s an empty promise that generates headlines today and will be forgotten tomorrow,” he said.
Representative Julia Zanatta (PL-SC) criticized the fact that the government created universities without being able to maintain existing educational institutions.
