OSIPTEL: this way you can block new mobile lines associated with your DNI

Are you worried that someone will activate a mobile line in your name without your authorization? There is a measure that allows you to completely block new contracts for mobile services associated with your ID.

The Supervisory Body for Private Investment in Telecommunications (OSIPTEL) established that any natural person – whether or not they have a mobile line – can request a total restriction on the contracting of new mobile services in their name, in all sales channels of the operating companies.

This alternative is supported by Resolution No. 00135-2025-CD/OSIPTEL, in force since December 23, 2025. Its objective is to avoid identity theft and unsolicited hiring, especially in cases of people who do not want to have more lines or already have the necessary ones.

How does the restriction work?

The procedure is carried out directly before the operating company, in person or through the channels that it has enabled. The operator must verify the identity of the applicant through biometric validation and respond to the request within a maximum period of five calendar days.

Once the restriction is activated, no company will be able to contract a new mobile line linked to your identity document. If at any time you wish to lift the blockade, you must do so in person and complying with the established security protocols.

Is it a legal and mandatory measure?

Yes. The restriction is part of a package of temporary regulatory measures by OSIPTEL, implemented within the framework of the state of emergency, aimed at reinforcing security, protecting personal data and improving the traceability of the mobile service.

In addition, the standard establishes additional controls, such as:

  • Identity validation for people with more than ten mobile lines registered in their name.
  • Limit of one mobile service contract per month and per operating company for natural persons, without affecting number portability.

OSIPTEL reported that it carries out periodic monitoring and inspection actions to verify that the operating companies comply with these provisions and, if necessary, apply administrative measures.
