The president of the Chamber of Deputies, Hugo Motta, defended this Tuesday (10) the determination of the minister of the Federal Supreme Court (STF) Flávio Dino to suspend the payment of the so-called “penduricalhos”.
The suspension applies to the Three Powers and affects benefits granted to public servants who do not meet the constitutional salary ceiling of R$46,300.
During the CEO Conference Brasil 2026, an event promoted by the BTG Pactual bank in the capital of São Paulo, the president of the Chamber stated that Flávio Dino’s decision “was happy” and helped fuel the debate on this topic.
“With the same coherence as those who defend Administrative Reform, we are here to say that Minister Dino’s decision was a happy one. We are going to have this discussion and debate, because that is what society demands of us”, said Motta.

During the interview, he defended the readjustment of House employees and argued that it followed the same parameters that were used for the increases applied to employees of the Judiciary and the Federal Audit Court (TCU).
“To avoid a disparity in careers and also for justice, just as we approved the project to increase the Judiciary’s employees, we would also have to deal with the adjustment of the Chamber’s employees. We used the same parameter that the president sanctioned the project to increase the Judiciary, around 8%”, he said.
According to him, the approval was made with discretion and did not result in an increase in budget expenses.
“It was with this consistency that we approved, and not this train of joy that unfortunately was passed on to society in the wrong way. The Chamber had discretion, the project is now being analyzed by the President of the Republic”, he highlighted.
