The Minister of Health, Luis Quiroz Avilés, reported that what was stated by the General Commander of the PNP, Óscar Arriola, who assured that the Sinadef homicide figures cannot be higher than those recorded by the Police, is technically correct.
“To state that General Arriola has told the truth, and the truth is that the homicide figures that the National Police manages are and will always be higher than those that we as Sinadef manage,” said the head of the Minsa.

He explained that this is because the PNP includes each homicide at the time it occurs, while the Sinadef does so based on the autopsy certificates that each forensic doctor enters, a process that usually takes time.
“In reality, the figures that we, as Sinadef, have are lower due to the delay in the entry of information into the platform. They always, the National Police, which has the information of the day, will have higher figures, and that is what the general has said,” he said.
Minister of Health on Óscar Arriola’s statement: “He told the truth”
For this reason, he said that Arriola has told “a truth”, by denying that the number of homicides recorded in 2025 exceeds 2,200 cases, as indicated by Sinadef. “The figure is much lower than what Sinadef indicates. That information is absolutely false and unreal,” he said.
Regarding this last point, the head of the Minsa specified that “it is not that the Sinadef figures are false, they are two different moments.”
“It is quite clear that the Sinadef figures are always going to be lower than those of the National Police. At some point, when we make cuts, they are going to be exactly the same because, obviously, the autopsy certificates are with first and last name,” he noted.
“If you enter the Sinadef platform, the number of homicides for different causes is differentiated, which can be a knife, it can be a firearm projectile, it is differentiated from death due to a traffic accident. What happens is that all of this is part of a group called violent deaths, but it is differentiated,” he added.
