Since the fortnight of October 2025, when he resigned as mayor of Lima, breaking his word, Rafael Lopez Aliaga has begun his electoral campaign for the Presidency of the Republic, touring some regions and announcing various proposals that have been described as populist, unviable and even absurd.
Through the review of the Popular Renewal government plan; as well as interviews and conferences given by said presidential candidate, The Republic has been able to detect that at least 15 of its promises are controversial and are presented, according to specialists, to attract attention, become better known and win votes among conservative voters and those who demand a strong hand.

Of these 15 controversial proposals, seven refer to citizen security, three to changes in the State apparatus, two to the economic aspect, two to women’s rights and one to infrastructure projects.
Furthermore, of that total, only one approach appears in the Popular Renewal government plan; while the other 14 have been announced by their presidential candidate overnight. Among them, the prisons guarded by the shushupes, the DNI for the conceived, the new Ministry of the Human Being and the Peruvian cryptocurrency stand out.
“López Aliaga is proposing a strategy with these unexecutable proposals. What it does, first, is draw attention by appealing to the bizarre, the absurd, because he knows that he needs to be known outside of Lima. On the other hand, with his blunders and insults, he also seeks to maintain a reactionary and conservative sector that identifies with him,” explains political scientist Eduardo Salmón, who has closely followed the outgoing municipal management of the leader of Renovación Popular, especially the unfinished works of the misnamed Vía Expresa Sur. Prison with shushupes
In security, one of the latest proposals that López Aliaga launched was the construction of prisons in remote areas of the jungle so that they are ‘guarded’ by poisonous snakes.

Added to these ideas is the return of faceless judgesin the same style as Fujimorism, “so that the judges and prosecutors do not wake up and send the criminal to jail.” However, the Judiciary has clarified that it would not support the measure because there is a negative experience in the past and because it violates commitments assumed by Peru before the Inter-American Court of Human Rights (IAC Court).
Given this, López Aliaga has proposed the withdrawal of the Inter-American Court “because it benefits terrucos and hitmen.” The exit, he assured, would be through a question of confidence or a referendum.
In the opinion of the internationalist Francisco Belaúnde, this last proposal is part of an ideological offensive against what multilateralism represents. “These groups think that organizations, such as the Inter-American Court, have been dominated by the left and that they threaten the sovereignty of the countries, which is absurd.”
For Julissa Mantilla, former president of the Inter-American Commission on Human Rights (IACHR), It is irresponsible and populist that the parties are offering these proposals that would become effective after one year. “In addition, it is false and they try to blame the Inter-American Court for not being able to put an end to hitmen when that depends on Congress and the Executive, which – rather – have approved pro-crime laws,” he says.
DNI for conceived
Regarding the approaches that could affect women’s rights, the leader of Renovación Popular announced that he will promote a bill to “grant DNI to the child from the mother’s womb.” “We are talking about the defense of life. Parents must have the right to voluntarily register their child through a medical certificate. That happens in Hungary,” he responded after the videos and memes that were published on social networks.
On the subject, family lawyer Juan Carlos del Águila warns that it is not necessary to give ID to the conceived child to preserve his or her rights to life and protection because these are already protected by the surrogate mother. “Unnecessary costs and procedures would be generated for the State.”
In addition to this proposal, which is framed within its conservative agenda and contrary to reproductive rights, there is the announcement of the creation of the new Ministry of the Human Being, with which it would eliminate the Ministry of Women.
Peruvian cryptocurrency
The list of controversial proposals continues. During the CADE Executives 2025, López Aliaga proposed the creation of an official Peruvian cryptocurrency to attract capital to the country, “with the support of gold, which is what we have left over.” He also proposed that the Banco de la Nación buy informal gold through a company that certifies traceability.. The latter generated controversy because it has Javier Bernal, spokesperson for the informal miners who promoted the expansion of Reinfo, as a candidate for deputy for Puno.
At another time, López Aliaga promised to end the bicameral Congress when his current party voted in favor of its installation. He also threatened to dissolve Parliament if it does not approve a ‘shock of 50 laws’ “to transform Peru.”
Added to this is the approach of bring the capital of Peru to Junín and to build 14 airports in 5 years; mainly the one that connects Oxapampa (Pasco), which was founded in 1891 by Austro-German settlers, with Frankfurt (Germany).

In this regard, political scientist Eduardo Dargent considered that these proposals are working for the Renovación Popular candidate because they attract the public’s attention, whether negative or positive.
“It has managed to connect with a sector that gives it a certain strength and, mainly, it has positioned itself at an intermediate point that reaches the upper and popular classes of Lima, and “It is inhibiting, until now, the growth of Fujimorism and other right-wing votes.”he maintains.

However, he clarifies that, despite this strategy, the candidate does not exceed 12% or 14% in the polls, which is still very low for a candidate who has already participated in other campaigns. “Another weakness is that although some like his style, it causes rejection to others,” concludes.
