The members of the IDEA group express their concern because the releases that have occurred do not represent the full freedom of the victims
The 32 former heads of State and Government members of the Democratic Initiative of Spain and the Americas (IDEA) warn that the amnesty, in addition to the full freedom of political prisoners, must guarantee the non-repetition of political imprisonment in Venezuela.
In a statement published this February 7 on their social networks, they point out that access to justice and “comprehensive reparations as appropriate” must be provided for the victims of political repression and their families.
The members of the IDEA group express their concern because the releases that have occurred do not represent the full freedom of the victims and nor have repressive laws that violate the rule of law been repealed.
We warn, accompanying the peaceful doctrine of the Inter-American Court of Human Rights, that any amnesty, to be conventional, legitimate and democratic, in no way can place the victims in conditions of defenselessness or parity with their perpetrators, to the point that impunity for the serious crimes of which they have been victims can be perpetuated.

The amnesty bill was approved on February 5 in the first discussion in the National Assembly and is expected, according to the president of the parliament, Jorge Rodríguez, to be sanctioned next week.
However, human rights organizations warned about the risks contained in the first draft of the approved project.
The non-governmental organizations stressed that the process that is oriented towards peace and reconciliation must be based on a genuine will of the State and must generate trust in society. In this sense, they indicated that amnesties that do not comply with international standards and that hinder the obligations of truth, justice and reparation generate international responsibility, aggravate human rights violations and do not contribute to authentic reconciliation.
