The comprehensive reform or elimination of the electoral strip —mechanism by which the ONPE distributes public resources for the equitable dissemination of electoral advertising among political organizations during the periods prior to the elections—has become a recurring proposal among several presidential candidates.
The electoral strip has been the target of criticism after revealing alleged improper uses by certain political parties, which would have deliberately allocated a considerable percentage of those allocated for advertising to a few media groups in particular.
Álvarez in favor of eliminating the strip
Carlos Alvarez He was one of the first to speak out in favor of the elimination of the electoral strip. The comedian and presidential candidate considered that this mechanism has only encouraged corrupt practices. His statement came after it was revealed that Country for Allthe party for which he is running in these general elections, would have given more than 700 thousand soles to the Nativa channel alone, a fact that Álvarez claimed to be unaware of and which, he stated, could motivate his resignation from the party and the electoral contest.
“Why, if it is known that the electoral strip ends up being a dirty negotiation, does the State insist on giving money to the parties to carry out their campaign? It is the money of all Peruvians. Change that law. Not a single sol for the parties. Let the parties finance themselves. Repeal that law and that the money that is used to maintain the parties be allocated to another issue that benefits Peruvians,” the Country for All candidate indicated in a video.

Rafael López Aliaga also positions himself against this mechanism
Another character who positioned himself in favor of the elimination of the electoral strip was Rafael Lopez Aliagapresidential candidate of Popular Renewal. During a press conference, the representative of the celestial party indicated that his organization was seeking to present an initiative to end this advertising financing mechanism.
“The decision we have made as a party is to propose, once and for all, a bill to end the electoral period (…). If you want to create a political party, do not see it as a way of life. No longer give them a salary like (Vladimir) Cerrón or Mrs. (Keiko) Fujimori,” he indicated.
Other candidates against the strip
The presidential candidate of Green Party, Alex Gonzalesalso joined the chorus of voices that criticize the allocation of funds for the electoral strip. The candidate urged that no more money be allocated to the parties to be distributed in advertising of this nature.

“Let these parties and their candidates for the presidency assume their responsibility because, if today, when they are candidates, they allow these apparent irregularities outside of ethics, imagine if they become elected and manage the State and public funds. As a candidate for the presidency of the Democratic Green Party, I urge the National Prosecutor’s Office to act ex officio,” he noted.
Jorge Montoyacongressman of the caucus Honor and Democracy and Senate candidate for the party Yes I believeled by Carlos Espáhas recently presented a bill in which it proposes withdrawing direct state financing from political organizations, as well as suspending the funds of the electoral strip for the current elections and providing for their subsequent return, administered by the Attorney General’s Office.
