Elections 2026: The number of candidates out of the race reaches 1,236

The list does not stop growing. Less than two months before the 2026 General Electionsthe electoral filter begins to claim victims.

The Special Electoral Juries (JEE) of different regions of the country have initiated exclusion processes against 25 applicants and inadmissibility procedures for 1,210 candidates for the Bicameral Congress. In addition, a problem that has already been resolved has been recorded.

A review carried out by Peru21 confirmed that the only candidate with a firm victory so far is the Somos Perú legislator Ana Zegarra.

The Special Electoral Jury (JEE) of Maynas ratified the charge against the Somista congresswoman and candidate for deputy for Loreto, Ana Zegarra, a friend of José Jerí, for hiding a sentence in her statement.

CROSSED OUT: JOSÉ JERÍ’S FRIEND

The accusation against Ana Zegarra Saboya is based on the fact that she has a conviction for an intentional crime, which constitutes a constitutional impediment to running for elected office. The National Election Jury (JNE) determined that the candidate was convicted of the crime of “false declaration in administrative procedure”, typified in article 411 of the Penal Code, to the detriment of the Peruvian State – National Election Jury.

The electoral ruling specifies that there is a first instance ruling and a second instance ruling that confirms the conviction. In this sense, it is recalled that the criminal court “convicted the accused as the author of the crime against the Public Administration, in its typical form of false declaration in administrative proceedings”, imposing a suspended custodial sentence and the payment of civil reparation.

Zegarra’s last activity was in January, according to his social networks.

Regarding the defense arguments, the JNE rejected that the conviction does not have electoral effects because it is not final. The referee emphasized that article 34-A of the Constitution does not require that the sentence be final, consented to or enforceable, the existence of a conviction issued in the first instance for an intentional crime is sufficient for the impediment to operate.

Finally, the Plenary Session of the JNE decided not to uphold the appeal presented by Somos Perú. In its operative part, it declared “the appeal unfounded” and, consequently, “confirm the resolution that declared the accusation filed against Ms. Ana Zadith Zegarra Saboya founded,” maintaining her exclusion from the electoral contest for the 2026 General Elections.

25 CANDIDATES EXCLUDED

In parallel, Peru21 confirmed in the Electoral Platform that 25 candidates are in the exclusion process, belonging to ten political organizations.

According to the official record, they include Segundo Alejandro Guerrero Tejada, from Ahora Nación; Juan Corpus Mendoza Zanabria, from Avanza País; Teresa Manuela García Calderón, from Faith in Peru; Flor by Liz Ballón Aguilar, from Fuerza Popular; Diego Alberto Gómez Nieves, from Fuerza y ​​Libertad; as well as Francisco Florencio Samaniego Cosios and Nin Roy Rossiny Tineo Choquehuanca, from the United Democratic Party.

Likewise, Vianca Alzamora Lapierre, Richard Wilman Pereda Casas, Úrsula Emilia Masache Córdova and Daniel Eugenio Tadeo Melliso, from the Green Democratic Party, appear; Nene Flores Ichaccaya and Walter Antonio Vargas Salas, from the Front of Hope 2021 Party; Sherman Ponce Vela, from Popular Cooperation; Santiago Percy Padilla Condori, of the Democratic Integrity Political Party; Juvenal Gonzales Palomino, from the Peru Action Political Party; Carlos Antonio Gálvez de la Peña, of the PRIN Party; and Fredy Ysaac Mantari Jesús and Meyci Berru Acosta, from the Modern Peru Party.

Closing the list are Luis Alberto Guevara Manrique, from the Progresemos Party; Antonio León Díaz Padilla, Nanci Elizabeth Alfaro Sandoval and Katherine del Rosario Matta Ormeño, from A Different Path; as well as Julian Walter Herrera Hermoza and Antonio Wilber Reynaga Valencia, from Unidad Nacional.

1,210 OUT OF RACE

Last Monday, this medium published a quantification of the candidates declared inadmissible. A review of the JNE Electoral Platform showed that, in the first instance, 90 candidates for the Andean Parliament, 740 for the Chamber of Deputies and 380 for the Chamber of Senators, have been out of the race, of which 130 correspond to the National Senate and 250 to the Multiple District Senate.

One of the most striking cases was the exclusion of the Save Peru party from the complete list of 30 candidates for the National Senate. The JEE Lima Centro 2 adopted this decision on January 5 after corroborating that one of the candidates – the former Minister of the Interior and Defense Mariano González – had resigned before registration and was not replaced within the legal deadline.

Among the best-known figures in that relationship was the former prime minister of Alan García’s government and former regional governor of Lambayeque, Yehude Simon.

In the same context, the list of candidates for the Chamber of Deputies for Cusco from the Fe en el Perú party was excluded on January 6, after the JEE Cusco concluded that the observations made were not adequately corrected. The resolution indicates that the political organization did not present the act of formation of the list resulting from the primary elections and reused a payment receipt already used in another file.

Among the best-known applicants was the former Cienciano soccer player and Copa Sudamericana champion, César Ccahuantico.

Electoral expert Martín D’Azevedo explained to Peru21 that crossed out and inadmissible candidates can still appeal to the National Elections Jury.

In that sense, electoral specialist José Tello pointed out that, in the case of exclusions, no appeal is now appropriate.

The electoral board continues to move. And the list, far from being closed, could still be expanded.

-February 11. The electoral expert and president of Aklla, José Tello, pointed out that this is the deadline that the JNE has to resolve the inadmissibility.

-Other key dates. According to Tello, the blemishes must be resolved in the first instance in the JEE until February 26. And until March 13, they must be resolved in the second instance in the JNE.
