In six years, from that petty cash, the union has taken money for the celebration of its anniversaries, the maintenance of its buildings, the construction of works, some parties, studies, trips and advice regarding transparency laws.

The list of his expenses reveals two constants: the payment to the offices Andrade Palacios and Asesoría Librax –founded by the father of Virgilio Andrade Martínez, who was secretary of the Civil Service in the government of Enrique Peña Nieto–, and the construction of a mega-car in Cárdenas, Tabasco, which will bear the name of Carlos Romero Deschamps.

While he was a leader, Carlos Antonio Romero Deschamps managed to put a wall against the obligations of accountability through injunctions not to reveal information or verify expenses. Behind this battle were the consultants of the Andrade family who, on average, from the Pemex union, received 960,905 pesos each year.

The Structural Strategy company that builds the mega sports car has had until today, 137 million 567,871 pesos, as verified in the union portal.

that petty cash

For decades, through clause 251 bis, the oil union received money on three symbolic dates: May 1 -Labor Day-, March 18 -day of the oil expropriation- and when the CCT was reviewed.

In 2013, when they met for the first time to negotiate the contract, Lozoya Austin and Romero Deschamps agreed to a 138% increase in money through that clause and also that its content would remain confidential. Accordingly, as of Enrique Peña Nieto’s six-year term, income from 251 bis ceased to appear in the CCT.

Thus, with the unclear destination of most of the money received from clause 251 bis and its former treasurer as leader, the STPRM reaches the 84th anniversary of the oil expropriation.
