The ceremony for the promulgation of the 1917 Constitution led yesterday in the Senate to a debate on the reforms that Morena has promoted since 2018.

While the cherry legislators considered that with these modifications the original spirit of the Magna Carta was resumed, the opposition reproached the ruling party for having approved changes of great importance without incorporating the vision of those who represent almost half of the citizens who did not vote for it.

Laura Itzel Castillo (Morena), president of this Upper House, pointed out that with these reforms the legislators assumed the historical responsibility of cementing the constitutional welfare state. Due to its scope, “we have constituted ourselves, pardon the redundancy, in an authentic Constituent Congress.”

Verónica del Carmen Díaz, senator from Zacatecas, stressed that during the neoliberal period legislative changes were promoted against the sovereignty and well-being of Mexicans. With the Fourth Transformation, “this shameful setback has been able to be reversed, strengthening human rights with a focus on social justice.”

The Constitution has become a true social pact with the people, settling debts with historically violated sectors, he added.

PAN member Guadalupe Murguía pointed out that with its overrepresentation, Morena has been able to make any changes without listening to the proposals of those who represent 46 percent of the citizens. In this way, he stressed, regressive reforms have been imposed and a centralist, authoritarian government has been configured with an enormous concentration of power in the Executive.

He warned that no political project can be above the Constitution, which reflects history, regulates the present and provides elements to achieve a common vision of the future, and must represent all Mexicans. “The key is dialogue, listening and willingness and respect for diverse opinions.”

Carolina Viggiano (PRI) highlighted that the Magna Carta was not born to please power, but to contain it, balance it and put the State at the service of society, not of a circumstantial majority.

He pointed out that since 2018, 106 constitutional articles have been changed, which means almost 70 percent, through 63 reforms promoted by the Executive and its legislative majority.

He considered that the Magna Carta has been treated not as a lasting social pact, but as an instrument adjustable to the convenience of power.
