On Monday, October 13, just three days after José Jerí assumed the presidency, six people entered Government Palace to hold meetings with various authorities. The striking thing about the case is that these visitors remained at the premises until the early hours of Tuesday the 14th and, after those meetings, they obtained contracts in the Presidential Office.
That is the case of Royer Azañero Álvarez, who entered on October 13 at 10:18 am and left at 1:15 am the next day. On the 24th of that same month, he took over as head of the Advisory Cabinet and, days later, on November 4, as head of the General Office of Intergovernmental Monitoring.

The information was corroborated in the Transparency portal of the Presidential Officewhich states that, in December 2025, Azañero Álvarez received a monthly income of more than S/30,000.
The other case is that of Hilda Zapata Juárez. According to public information, Zapata Juárez entered the Palace at 10:58 at night and left at 2:37 in the morning. Shortly after, on October 25, she was hired as a Cabinet advisor in the General Secretariat of the Presidential Office.
In December 2025, the public official received an income of more than S/26,000.
The next case is that of César Alvites Carpio. On October 13, he entered the Palace twice. The first was at 9:31 in the morning and left almost two hours later, at 11:37 am. The second entry was at 7:57 at night and he left at 1:15 in the morning on Tuesday the 14th. On December 12, he was hired as a cabinet advisor, according to Resolution No. 000144-2025-DP/OGRH.
It should be noted that Alvites Carpio, before his new position, served as an executive in the Office of Document Management and Citizen Services, but he voluntarily resigned on December 13.
The other hiring on the list is Luis Solorzano Yabar. He entered the premises at 3:49 in the afternoon and left almost nine hours later, at 1:14 in the morning. Four days later, on October 18, he was appointed head of human resources. For that position, in December he received a salary of S/26,000. However, since January 4, he has been deputy secretary general of the Presidential Office.
Now, another case is that of Rosa Rueda Yaya, who entered the Palace at 9:55 in the morning, but left almost 15 hours later, at 00:32 in the morning of October 14. On December 12, she took over as administrative analyst II of the General Secretariat of the Presidential Office.
According to Transparency, in December, Rueda Yaya received S/6,322 for that position, as well as S/3,333 for her position as FAG locator from the 1st to the 10th of that month.
A similar case was that of Sheyla Briones Ordinola. She entered the Palace at 9:40 and left after midnight on October 14, at 00:40 am Two weeks later, on the 29th of that month, she obtained the position of FAG locator General Secretariat of the Presidential Office with a salary of S/10,000.
The same thing happened with Rosario Espinoza Días. He entered the presidential complex at 9:17 in the morning and left at 1:12 in the morning the next day. On November 4, she was hired as a FAG locator General Secretariat of the Presidential Office with a salary of S/15,600.
Other hires
On October 13, there were two people who did not leave in the early hours of the next day, but they did obtain contracts. That is the case of Johanna Ocampo Santos, who entered at 9:40 am and left at 9:49 at night, 12 hours later. A week later, she was hired as Secretary of Strategic Communication and Press with a salary of S/27,816.
The next case is that of Jesús Saavedra Heredia. He entered the Palace at 10:33 am and left at 9:40 pm; that is, after almost 11 hours. On October 24, he obtained a contract as a locator FAG Secretariat of Strategic Communication and Press for S/13,000.
The Susana Gutiérrez case
The case of Susana Gutiérrez exploded when it was revealed that on October 31 she entered the Palace at 5:28 in the afternoon and left at 7:20 on November 1. According to the Transparency portal, Gutiérrez met with President José Jerí for a “work meeting.”
However, she also went to the Executive premises on October 13. He entered at 9:23 in the morning and left at 8:39 at night. He then re-entered two hours later, at 10:58, and left in the early hours of the 14th at 2:37 am.
A similar case occurred on November 5: he entered at 6:46 in the afternoon and left at 3:13 in the morning on the 6th of the same month.
It didn’t take long and on November 25 she was hired as a FAG locator General Secretariat of the Presidential Office with a salary of S/18,720.
A hire in record time
A hiring that was made in record time was that of the Secretary General of the Government Palace, Benito Villanueva Haro. According to the transparency portal, Villanueva Haro met with Jerí on October 14 at noon (12:55 pm), but left after midnight (00:25 am); that is, the 15th of that month.

That same day, Supreme Resolution No. 251-2025-PCM was issued, which made official the appointment of the new general secretary with a salary received in December of S/35,416.67.
