The Congressional Oversight Commission has summoned senior officials of the Executive and the Metropolitan Municipality of Lima for today, in order to clarify alleged acts of interference by the President of the Republic, José Jerí Oré.
The investigation is about the alleged benefits obtained by the local Market Capón, owned by the Chinese businessman Zhihua Yang, after the unexpected visit of the president and the subsequent issuance of resolutions that commercially favored said establishment in the Historic Center of Lima.
According to an investigation by Peru21after being closed on January 6, 2026 by the Municipality of Lima for violating safety regulations, the president went to the establishment and made a call; Just three days later, on January 9, Indecopi declared the municipal ordinance that restricted wholesale trade in the Historic Center as an “illegal bureaucratic barrier”, ordering the reopening of these businesses.
Although Jerí denies having communicated with Indecopi officials and the organization assures that it failed within the legal deadlines, the coincidence of the events and the speed of the pronouncement after the presidential visit have led the Anti-Corruption Prosecutor’s Office and the Oversight Commission to investigate alleged political interference to favor the interests of Chinese businessmen.

Among the guests, the Secretary General of the Presidential Office, Benito Villanueva Haro, stands out, who must respond for the omission in the visit registry of the transparency portal regarding the meetings held between the president and various State suppliers.
The commission demands details about who authorized the entry of businessmen of Chinese origin to the Government Palace and whether the issues addressed were of a private or state nature. Likewise, it seeks to determine if these omissions violated the code of ethics of the public service and if there are minutes that record the commitments assumed in said appointments.
The focus of the working group also extends to the Municipality of Lima. The Inspection Manager, Mariella Falla Chanamé, has been summoned to report on the legal situation of the Market Capón store, located in Jirón Paruro.
Specifically, you must explain the reasons why the closure measure that weighed on the establishment was suspended and if there was any direct communication between President Jerí and municipal officials between January 4 and 10, 2026, key days in which the establishment managed to reopen its doors.
Parliament has also called the executive president of Indecopi, Alberto Villanueva Eslaca, who must support the technical foundations of Resolution 0010-2026/CEB-INDECOPI, issued just three days after the president’s visit to the Chinese businessman’s premises, as revealed by this newspaper.
Said rule declared the prohibition of wholesale trade in the Historic Center as an “illegal bureaucratic barrier”, which would have directly benefited Zhihua Yang’s business.
