The Comptroller General of the Republic has requested detailed information on the hiring of young people in various government institutions after holding a meeting at the Government Palace with the president José Jerí.
Through an official letter issued on February 3, 2026, the Presidential Office, represented by Undersecretary General Luis Alvaro Solórzano Yabar, was requested to provide documents related to service orders and contracts made with young people between October 2025 and date.
The official letter from the Comptroller’s Office, identified with number 000019-2026-CG/OC0276, refers to the current regulations of Law No. 27785, Law of the National Control System. According to this legislation, the Comptroller’s Office has the power to access at any time records and documents related to public entities, especially those that are not classified as secret.
In the letter, it is required to send copies of the files corresponding to the service orders and/or contracts of: Rubiel Cristina Beraun Rojas, Fiorella Jannette Melgarejo Sánchez and Alicia Alexandra Camargo Leiva.
In addition, it was requested that proof of payment and service compliance be provided that prove the payments made during the aforementioned period.
The supervisory body detailed that the requested documentation must be sent within a period of three business days through the Comptroller’s virtual platform. This is done with the objective of guaranteeing compliance with established legal processes and ensuring transparency in public procurement.
The Comptroller’s request is part of its function of monitoring the appropriate use of public resources and the legality of administrative acts. This action highlights the importance of oversight in public management and ensures that procedures related to the hiring of young people are transparent and comply with current regulations.
As is known, a few days ago, the Special Prosecutor’s Office for Crimes of Corruption of Officials (FECOF) of Central Lima, through its First Office, also began a preliminary investigation against “those who are responsible” for the hiring of five young professionals in various entities of the State, after having held direct meetings with President José Jerí.
Hiring in the ministries of Environment and Education
According to official documentation, the control body sent a letter to the Minister of the Environment, Miguel Ángel Espichán Mariñas, requesting complete information on the hiring of Guadalupe Vela Ramírez and other servers, under any contractual modality, corresponding to the period between October and January.
As part of this inspection action, the Comptroller’s Office ordered the formation of an information collection team, in charge of verifying the documentation, legal support and compliance with current regulations in said contracts. The team is made up of professionals Neil Pezo Arévalo, who was appointed team leader, and Alcira Bázan Briones, as a member.
The request seeks to clarify whether the contracting processes were carried out in accordance with the law, as well as determine whether the principles of transparency, meritocracy and correct administration of public resources were met. This type of actions falls within the powers of the Comptroller’s Office to supervise the efficient and legal use of State funds.
In parallel, the control body issued an official letter addressed to the Minister of Education, Jorge Eduardo Figueroa Guzmán, through which it ordered the collection of information related to the appointment of the National Secretary of Youth of the Ministry of Education, Violeta Emperatriz Beas Otero.
For this process, the Comptroller’s Office designated a specific work team, made up of professionals Javier José Pérez Huari, as supervisor, and Juan Carlos Vásquez Alzamora, as head of the commission, who will be in charge of reviewing the administrative acts related to said designation.
