Three Powers launch pact to combat femicide in Brazil

The initiative provides for coordinated and permanent action between the Three Powers with the aim of preventing violence against girls and women in Brazil.

The agreement recognizes that violence against women in the country represents a structural crisis that cannot be addressed by isolated actions.

A campaign guided by the All Together for All concept will also be launched, calling on the entire society to take an active role in combating violence.

Objectives

Among the objectives of the pact are to accelerate compliance with protective measures, strengthen networks to combat violence throughout the national territory, expand educational actions and hold perpetrators accountable, combating impunity.

The agreement provides commitments aimed at transforming the institutional culture of the three Powers, promoting equal treatment between men and women, confronting structural machismo and incorporating responses to new challenges, such as digital violence against women.

The strategy also includes the website TodosPorTodas.brwhich will gather information about the pact, publicize planned actions, present reporting channels and public policies to protect women, in addition to encouraging the engagement of public institutions, private companies and civil society.

The platform will provide a guide for downloadwith information about the different types of violence, coping policies and practical guidelines for responsible communication, aligned with the commitment to saving lives.

Committee

The pact also provides for the creation of the Interinstitutional Management Committee, coordinated by the Presidency of the Republic. The collegiate will bring together representatives of the Three Powers, with permanent participation of public ministries and public defender offices, ensuring continuous monitoring, federative coordination and transparency.

For the Executive, the committee includes the Civil House, the Secretariat for Institutional Relations and the Ministries of Women and Justice and Public Security.

Numbers

Data from the judicial system show that, in 2025, the Brazilian Justice judged on average 42 cases of femicide per daytotaling 15,453 trials – an increase of 17% compared to the previous year.

In the same period, 621,202 protective measures were granted, the equivalent of 70 measures per hour, according to the National Council of Justice.

Ligue 180, the Women’s Service Center, recorded an average of 425 complaints per day in 2025.

Check out, below, the main changes planned by the government with the Brazilian National Pact against Feminicide:

  • faster protective measures that really work – less time between the complaint and the effective protection of women. The idea is that judicial decisions, police, social assistance and the reception network start to act in a coordinated way, without pushing and shoving;
  • Three Powers looking at the same case – Executive, Legislative and Judiciary, in addition to control bodies, share information and monitor cases in an integrated way, from the request for help to the outcome, reducing errors that today put women at risk;
  • more prevention before violence turns to death – permanent campaigns, education for rights, training of public agents and actions to change the culture of violence – including men as part of the solution;
  • aggressors held accountable more quickly – faster processes, less impunity and firmer responses to those who fail to comply with protective measures or commit violence;
  • special attention to those at most risk – focus on black, indigenous, quilombola, peripheral, rural women, women with disabilities, young women, elderly women and women living in remote or more vulnerable areas;
  • response to new forms of violence – confronting digital violence, such as stalking, threats and exposure onlinewhich often precede physical aggression;
  • public demand for results – periodic reports, goals and accountability.
