Huanuhuanu Case: They confirm that investigated police officers were reassigned

Our media approached the Chala district police station, where we spoke with the commissioner, Major PNP José Alberto Gutiérrez del Carpio, about the situation of citizen insecurity in the district. During said interview, and upon learning that two officers currently being investigated for events that occurred in the Huanuhuanu district had been working in this department, the corresponding query was formulated.

When consulting about the case that occurred in the district of Huanuhuanu (Caravelí)in which two police officers are investigated after a complaint filed by a young woman, stating that these are facts research subject, and if it was true that both officers were currently serving at the Chala police station.

The commissioner indicated that he became aware of the case when assuming duties at the agency, reviewed the existing documentation and carried out the respective verifications, indicating that the topic is under investigation both in the criminal and administrative spheres, in instances such as the PNP Inspectorate and the Public Ministry.

He explained that, at the time, the troops involved were temporarily separated from service and posted to the city of Camaná for a period of approximately 15 days, while the first procedures were carried out, specifying that, once said period expired, they returned to work, clarifying that these provisions do not depend on the commissioner, but on higher levels within the police institution.

He also indicated that the PAR PNP Huanuhuanu depends functionally and administratively on Chalapointing out that arranging the return of the troops to said jurisdiction would have meant “result in the same”which is why it was decided to keep them stationed at the Chala police station.

The commissioner confirmed that currently the Troops identified with the initials RCC and JCSL carry out patrol work integrated, specifying that one of them temporarily covers functions in the investigations area, due to a personnel deficit, after the departure of another employee for vacation.

When asked about the possible mistrust that could be generated in the population by the fact that the investigated officers perform visible functions, the commissioner stated that he understands this concern; However, he explained that As long as there is no firm judicial resolution, they cannot be deprived of the right to work.adding that the police department is experiencing a personnel deficit that forces it to assume double and even triple functions.

FACTS MATTER OF THE COMPLAINT (ACcording to documentation)

According to the verbal complaint report received by the National Police and brought to the attention of the Public Ministry, the NCB citizen (18) stated that on the night of November 28, 2025, in the San Juan de Pozo annex, Huanuhuanu district, it was intervened inside the “Bar Dorado” nightclub by two police officers and a security guard, under the argument of an identity check and cell phones.

According to his story recorded in the minutes, one of the officers told him that his cell phone was listed as “recovered” in the system, which is why she states that she was transferred to the PAR PNP Huanuhuanu in a security vehicle.

The complainant points out that, already in one of the offices of the police station, one of the officers had carried out acts that she describes as inappropriate touching and advancesthe same ones that he claims to have rejected and repelled, subsequently managing to communicate with his father and reunite with his sister and brother-in-law within the police station.

Likewise, according to the complainant’s version, a sum of money was requested and, after the delivery of an amount by a family member, the cell phone was returned to her, leaving the place with her family members at approximately 1:00 am on November 29, 2025.

According to the revised documentation, the RCC and JCSL personnel are fully identified within the investigationwhich is known to the Public Ministry, headed by the provincial prosecutor Marcos Camacho Ccora and the provincial prosecutor Madeleine Virginia Córdova Iriarte, who have been arranging the corresponding legal proceedings.
