The National Assembly also authorized the appointment of María Elena Uzzo as the new ambassador to Italy, a nation in which she had been serving as head of diplomatic mission.
The National Assembly reported that it will create a law to, according to Jorge Rodríguez, president of the institution, “take care” of the Venezuelan Red Cross from “absences.” He made this statement after stating that the organization was led by “a real criminal” for more than four decades.
The pro-government deputies presented a project with 28 articles. During the session on Tuesday, February 3, Mario Villaroel, former president of the Red Cross, was accused of being “a real criminal,” Rodríguez said.
“To take care of the Red Cross and, above all, to take care of its service and, mainly, to protect it from those deviations, from those excesses committed by unscrupulous people, we believe it is essential that the National Assembly of the Bolivarian Republic of Venezuela discuss and approve this law,” he expressed.

The president of the Legislative Commission on Education, Health, Science, Technology and Innovation, Jehyson Guzmán, who presented the proposal, said that the law is to “prevent the usurpation of emblems, the misappropriation of functions and the illegal use of benefits” that the Venezuelan State “exclusively recognizes” to the Venezuelan Red Cross.
The proposal was discussed by parliamentarians and approved in the first instance.
It also seeks to protect the Venezuelan people from “any situation of vulnerability” and “in the midst of all those warlike threats that loom over” the country, according to Guzmán.
And, he added, it also aims to “guarantee the articulation” of the Red Cross with the National System for Comprehensive Management of Socionatural Risks “in the face of the real and persistent climate crisis that has severely affected the Venezuelan people.”
Now the project will go to a consultation stage and then the commission chaired by Guzmán will be in charge of preparing a report for the second and final discussion by all the deputies.
The national Red Cross was intervened in August 2023 by order of the Supreme Court of Justice (TSJ), a week after the Prosecutor’s Office opened an investigation against Villarroel for the “alleged harassment and mistreatment” of volunteers and workers of the organization.
New ambassador to Italy
Parliament also authorized the appointment of María Elena Uzzo as the new ambassador to Italy, a nation in which she had been serving as head of diplomatic mission.
“The appointment of citizen María Elena Uzzo Giannattasio responds to her extensive career in the foreign service, it also responds to her extensive knowledge of the historical, human, political and cultural ties that unite Venezuela with Italy,” explained Chavista deputy Yosneisy Paredes.
The authorization of the AN comes three weeks after the Government of Italy announced that it will appoint an ambassador to Venezuela after the release of two Italian citizens who were imprisoned in Venezuela.
