Santo Domingo.– The president Luis Abinader appointed the engineer Jimmy Rosario Bernard as new rector of Technological Institute of the Americas (ITLA)through the Decree no. 65-26issued yesterday January 31, 2026.
The provision was adopted by virtue of the powers conferred by article 128 of the Constitution of the Republic and the Law no. 247-12Organic of the Public Administration, and orders its notification to the corresponding institutions for the purposes of rigor.
With this designation, ITLA is under the direction of a professional with more than 25 years of experience in the leadership of digital transformation processes in the government, academic and business spheres.

Rosario Bernard is a doctoral candidate in Computer Engineering and has played strategic roles in the technological modernization of the State, including his work as general director of Information and Communication Technologies of the Administrative Ministry of the Presidencyof the Ministry of Education and as general director of Technology Autonomous University of Santo Domingo (UASD).
Throughout his career, he has coordinated high-impact projects related to digitization of public servicesthe virtual educationthe cybersecurity and the technological innovationin addition to managing cooperation alliances with relevant international players in the sector. His experience includes leading large-scale multidisciplinary teams, optimizing public investments in technology, and contributing to the design of national health policies. digital agenda and technological governance.
In the academic field, the new rector has more than two decades of teaching experience and has held management positions in higher education institutions, both public and private. Likewise, he knows directly the institutional dynamics of ITLA, where he previously carried out functions in key areas such as student welfare, academic quality and investigationcontributing to institutional strengthening and the consolidation of an educational vision oriented towards innovation, inclusion and academic excellence.
This designation is part of the process of strengthening and renewal of the government train promoted by the Executive Branch, with the objective of raising the quality of public management and consolidating more efficient, modern institutions aligned with the challenges of national development.
