Santo Domingo. – He President of the Republic, Luis Abinader, appointed engineer Jimmy Rosario Bernard as the new rector of the Technological Institute of the Americas (ITLA), through Decree no. 65-26, issued January 31, 2026.
The provision was adopted in exercise of the powers conferred by article 128 of the Constitution and Law no. 247-12, Organic of Public Administration, and orders its notification to the corresponding institutions for purposes of knowledge and execution.
With this designation, ITLA becomes directed by a professional with more than 25 years of experience leading digital transformation processes in government, academic and business fields. Rosario Bernard has a PhD in Computer Engineering and has played strategic roles in the technological modernization of the State, including his work as general director of Information and Communication Technologies of the Administrative Ministry of the Presidency, general director of ICT of the Ministry of Education and general director of Technology of the Autonomous University of Santo Domingo (UASD).
During his career, he has coordinated high-impact projects linked to the digitalization of public services, virtual education, cybersecurity and technological innovation, in addition to managing cooperation alliances with important international players in the sector. His experience includes leading large-scale multidisciplinary teams and optimizing public investments in technology, as well as contributions to the design of national policies on the digital agenda and technological governance.
In the academic field, the new rector has taught at universities for more than two decades and has held management positions in public and private higher education institutions. In particular, he knows first-hand the dynamics of ITLA, where he previously worked in key areas such as student well-being, academic quality and research, contributing to institutional strengthening and the consolidation of an educational vision focused on innovation, inclusion and academic excellence.
This designation is part of the process of changes and strengthening of the government train promoted by the Executive Branch, aimed at raising the quality of public management and consolidating more efficient, modern institutions aligned with the challenges of national development. With this decision, the Government reaffirms its commitment to highly trained professionals, with proven technical capacity and strategic vision, to lead key State entities and guarantee sustainable results for the benefit of citizens.
