The Minister of Health, Nuramy Gutiérrez, announced the appointment of Carlos Alvarado as the new president of the Venezuelan Institute of Social Security (IVSS) to replace Magaly Gutiérrez, also a former Minister of Health who was at the head of the entity since 2018.
“Carlos Humberto Alvarado is a surgeon, recognized as the Minister of Popular Power for Health who successfully faced, under the leadership of President Nicolás Maduro, the onslaught of the COVID-19 pandemic,” the entity wrote in a press release.
Alvarado was Minister of Health between 2018 and 2022. He is also rector of the Hugo Chávez Frías University of Health Sciences and president of the Salvador Allende Foundation.
The new president of the IVSS held other positions before assuming the Ministry in 2018. He was vice minister of Health Service Networks and Comprehensive Health, general manager in charge of the Administrative Management of the Barrio Adentro Mission Foundation and, in 2006, he was appointed director in charge of the Hospital Buildings and Equipment Foundation (Fundeeh).
Alvarado is a doctor graduated from the Central University of Venezuela (UCV), specialized in Occupational Health and Physical Medicine and Rehabilitation.
The IVSS is the entity in charge of guaranteeing social security in Venezuela through the affiliation of workers, the administration of pensions for old age, disability and survivors, and the provision of comprehensive medical care (maternity, illness, accidents). In addition, it manages unemployment, controls employer contributions and offers assistance services.
