Romero explicitly defended the figure of proportional representation, warning that its elimination would directly affect political minorities and democratic plurality. He rejected the narrative that associates multi-member legislators with a lack of legitimacy or work, and explained that these seats arise directly from citizen votes, not from cupular agreements.
To illustrate his position, he explained that in a district where a candidate wins with 51 percent to 49 percent, that almost 50 percent of voters must also be reflected in Congress. Without proportional representation, he warned, the scenario could arise that almost half of the country would be left without a legislative voice.
In addition, the PAN leader raised additional proposals, such as the presidential second round, open primary elections, the use of electronic ballot boxes and, centrally, measures to combat the infiltration of organized crime in electoral processes. At that point, he launched the challenge of annulling elections where the intervention of crime is proven and of withdrawing the registration of parties that receive illicit resources, questioning that the ruling party has not responded to said proposals.
Romero clarified that the PAN is not opposed to an eventual reduction in public financing for political parties, but made it clear that its main line of defense will be proportional representation as a mechanism to guarantee that all votes count and are reflected in the Legislative Branch.
