The Civil Court of Castile ratified the ruling that declares founded the claim for an amparo action formulated by Dr. José Ordinola Boyer, in his capacity as the winning candidate for the University Dignity list, against the Electoral Committee of the National University of Piura, which annulled the complementary elections in this higher education institution.
According to file 00175-2025-2-2011-JR-CI-01, dated January 29, 2026, the Civil Court of Castile decided to order immediate action of the sentence contained in Resolution No. 13, dated December 22, 2025.
To this end, Dr. Flavio Gutiérrez indicated that, with this early execution, the Civil Court of Castilla orders the UNP Electoral Committee to continue the process.
“The judge is ordering the Electoral Committee to follow the process. (…) what remains for the Electoral Committee is practically to proclaim the new rector,” Gutiérrez said.
That being the case, Gutiérrez specified that justice is being done in the UNP elections, “in reality, what teachers and students are fighting here is for democracy to be respected in the university, regardless of the people. In other words, an Electoral Committee cannot come to overthrow a democratic act where the students and teachers have expressed their will about what they want. That is the main issue. The fight is not for people or for this or that, but for democracy,” he insisted.
Meanwhile, he pointed out that the complaint filed against the Electoral Committee by the Prosecutor’s Office for generic falsehood continues, since democracy must be respected. “They are separate judgments, but the goal is the same in the end, that the popular will be respected,” said the doctor.
