In it Congress of the Republicthe parliamentarians continue in Representation Week, which has made it difficult to gather the 78 signatures required for the call to an extraordinary plenary session to debate and eventually vote on the seven motions of censure and one of vacancy that are already accumulating against the president of the Republic. José Jerí for his clandestine meetings with the Chinese businessman Zhihua Yang.
So far, it turned out, there were just over 40 signatures, and although in the last few hours banks such as Avanza País anticipated their support, this had not materialized until the closing of this edition, even when their congressman and presidential candidate José Williams announced that due to the “seriousness” of the current political situation, his group would join the request for an extraordinary session “to debate the issue of the vacancy.”
doublespeak
Parliamentarian Segundo Montalvo, author of the only vacancy motion presented, told Perú21 that he will try to communicate with Williams to achieve the support of his bloc, which has 6 legislators.
However, he warned that “there are congressmen who have said they are going to sign, but now they are not answering the phone.” “It will be for Representation Week, but we hope that starting Monday the 2nd when they are returning, they will support with their signatures. I will continue to insist because we cannot allow a president who appears hooded and is an alleged criminal to be leading the country’s destinies,” he indicated.
Regarding support for the vacancy, Montalvo said that this issue is in the hands of the benches. “Some go out to speak to the media that they are going to support, but they only do it for the screen; this president should not be in office for another minute,” he insisted.
Alejandro Muñante from Renovación Popular also spoke on the topic, the group that promoted the call for the extraordinary session. “There is a lot of double talk in some groups. Congresswoman Yarrow reported that there are blocks that have closed any possibility of signing for an extraordinary plenary session; we have presented the censure and the request for a plenary session because the motion is of no use if it does not meet until March. There are other groups that have waited until the last moment to see what the temperament is and issue a statement; that is more political calculation than a principled position,” she said.
Vacancy yes, censorship no
On the other hand, Montalvo pointed out that a vacancy is the only constitutional way to remove José Jerí from the Presidency and not censure. “How are you going to censure a president of the Republic?” he questioned, while expressing his reservations about the possibility that some groups have been deliberately misled or have even raised motions of censure knowing that these would not succeed in order to support Jerí.
“The path is a vacancy because the president cannot be censured as if he were the head of Congress,” he pointed out, adding that if there is really the will to remove Jerí from office, those who signed the censure would also have to sign the vacancy motion and the request for an extraordinary session of the Plenary.
Prosecutor in Palace
Tomorrow, meanwhile, starting at 9 in the morning, President José Jerí will be questioned, in the Government Palace, by the nation’s prosecutor, Tomás Gálvez, within the framework of the preliminary investigation that has been opened for his secret meetings with the Chinese businessman Zhihua Yang. And there Gálvez has said that he hopes that the president responds with the truth, which – until now – has been replaced by contradictions and half-truths that only generate more suspicion and suspicion.
In statements to Perú21, Gálvez stated that he hopes that the president will declare and not accept silence. “If he has made himself available, it is obvious that he is going to testify and that is what we expect,” he indicated, and left open the possibility of a second summons to the head of state, “especially if there are new facts that emerge in the investigation.” Likewise, he announced that he will summon the Minister of the Interior, Vicente Tiburcio, to give his testimony about his participation in the dinner with Zhihua Yang at the invitation of Jerí.
I KNEW THAT
Due to a ruling by the Constitutional Court, the Attorney General’s Office may require statements from the acting President of the Republic only up to two occasions.
The measure, it is recalled, was taken last September, alleging that what must be preserved is the balance between the right of the Prosecutor’s Office to carry out investigations and respect for the temporary immunity of the president.
