Lawyer Regis Dudena is the new Secretary of Economic Reforms (SRE) at the Ministry of Finance. The appointment was published in this Thursday’s (29) edition of Official Gazette of the Union. He replaces Marcos Barbosa Pinto, who left his position at the beginning of January to return to the private sector.
Until then, heading the Prizes and Betting Secretariat (SPA), Dudena now heads one of the strategic areas of the Treasury, responsible for the ministry’s microeconomic policy. Among the SRE’s responsibilities are the review of tax benefits, the modernization of regulatory frameworks, proposals for taxation on capital income, the credit agenda, financial infrastructure and changes in the capital market.
Marcos Pinto worked directly in the preparation and processing of the tax reform, in addition to programs such as Desenrola and the Income Tax exemption proposal for those earning up to R$5,000. When announcing his departure at the end of last year, he stated that he would leave the government to dedicate himself to his family.

As head of the Prizes and Bets Secretariat since April 2024, Dudena played a central role in regulating the fixed-odd betting market and so-called bets, whose rules came into force on January 1, 2025. The initiative sought to curb the activities of illegal websites and reduce tax evasion in the sector.
Lawyer specializing in Public and Regulatory Law, Regis Dudena has a degree in Law from the University of São Paulo (USP) and a PhD in the area of National Financial System Studies from the Federal University of Minas Gerais (UFMG). He has worked in the Civil House of the Presidency of the Republic, both in the legal area and in the Executive Secretariat, in addition to having worked in regulated sectors and financial institutions.
Dudena is also close to the executive secretary of Finance, Dario Durigan, with whom he worked as a special advisor in the Special Secretariat for Legal Affairs of the Civil House during Dilma Rousseff’s government.
