Abinader approves regulations for the application of Law 47-25 on Public Procurement
Santo Domingo.– President Luis Abinader approved this Wednesday, through Decree 52-26, the new Regulation of General Application of Law 47-25 on Public Procurementmarking the beginning of a new cycle of transformation towards a more transparent, efficient and responsible public administration towards citizens.
During an event at National Palacewith the presence of ministers, general directors and authorities of the control bodies and the Public Ministry, the President Abinader reiterated that, starting today, each institution subject to the scope of application of the Law must necessarily adjust its contractual management to the new regulatory framework.
The president assured that the new system reinforces the planning, improves competition, strengthens controls and promotes a culture of preventionin line with the commitment assumed at the beginning of his administration to strengthen institutions, protect public resources and close the spaces where historically abuse, improvisation and lack of controls have occurred.
“This reform does not seek to hinder public management. It seeks to strengthen it. It does not seek to paralyze the State. It seeks to make it more efficient, more predictable and more reliable,” Abinader stressed, after stating that the new law consolidates a management model where decisions leave a trace, have those responsible and can be verified at any time.
In his speech, the head of state highlighted that this reform aligns the Dominican Republic with international standards of goodgovernance, competitiveness and institutional trustensuring that the rules remain beyond any government.
“The real change is not a new law, but a State that learns to function with clear and permanent rules.”
“This Government has bet on something fundamental: that institutions are stronger than people; that rules are more durable than positions; that the general interest is always above any particular convenience. That is the country we believe in. That is the country we are building,” added the president.
The president also took the opportunity to recognize the work carried out by the General Directorate of Public Procurement (DGCP), the Legal Consulting Office of the Executive Branch and the technical teams that made the new regulatory framework possible, which will contribute to the institutional strengthening of the country.
For his part, the general director of Public Contracting, Carlos Pimentelespecially valued the president’s determined support for the approval of the reform and assured that, under Abinader’s leadership, transparency has ceased to be a discourse and has become a public policy with concrete results.
He said that the presence of the Attorney General’s Office, Anti-Fraud Unit and the State control bodies is a sign that “the new law will not walk alone: it will walk accompanied by institutions committed to legality and accountability.”
He assured the ministers and heads of institutions that the reform is designed to strengthen their work, provide greater legal security and raise the standards of public management, while guaranteeing citizens that each contract responds to the general interest and not to particular interests.
The head of the DGCP explained that the implementation of the new law will be carried out in a gradual, orderly and responsible manner, in accordance with the approved schedule, guaranteeing correct institutional adaptation and the strengthening of technical capacities.
“We will be guarantors of the uniform application of regulations, respect for their principles and compliance with the standards of transparency, efficiency and legality, because the country deserves a modern, reliable public procurement system that serves the general interest.”
