Around 100,000 students who took the National High School Examination (Enem) with the aim of obtaining certification for this stage will be able to request, from Friday (30), the issuance of an authenticated declaration of completion. The request must be made in a onlinein portal of the National Institute of Educational Studies and Research Anísio Teixeira (Inep)by candidates aged 18 or over who took the Enem and reached the minimum score required in the notice to obtain the “diploma”. The address to make the application on the Inep portal will still be available.
“From Friday [30]whoever wants to download and print an authenticated Inep declaration, saying that they have achieved the appropriate score for the completion certification and are over 18 years old and, therefore, meet the criteria, will have documentation stating that they have met the necessary conditions”, informed the president of Inep, Manuel Palacios, in an interview with Brazil Agency.
He points out that it is quite common for higher education institutions, especially public ones, to accept the declaration of secondary education completion before the official certificate of completion. The strategy seeks to resolve the impasse among candidates who feared their enrollment being rejected because they did not have a physical or digital diploma issued by the Education departments.
Regarding the Unified Selection System (Sisu) 2026, the president of Inep stated that registrations, closed last Friday (23), will not be reopened for candidates who did not register because they mistakenly understood that they would need to obtain a high school completion certificate first. Palacios clarified that presenting a high school graduation certificate was not necessary to enroll in Sisu.
According to him, the selection system for universities and federal institutes has already been updated with data from Enem candidates. This means that those who reached the minimum grades for secondary education certification via exam were already duly qualified in the system, which ensured that they could register with Sisu within the official deadline, without the need for other documents.
“The system that distributes students, according to their Enem score for the different courses at federal universities and federal institutes, does not require any document proving completion of high school. Sisu receives the names of those who took the Enem and are able to enter university. Sisu does not require any type of document of completion of high school”, reinforced Palacios, while denying that there will be the launch of an application to issue a high school diploma.
The president of Inep explained that the Sisu system has already processed the information of approximately 100,000 students who had already expressed interest in certification during registration and another almost 20,000 who, although they had not made a prior request, met the necessary criteria (being 18 years old or over and obtaining at least 450 points in each area of knowledge and 500 in writing).
With the integration of this data, the institute guarantees that the performance of these participants was already validated by Sisu for college admission purposes.
Suitable candidates
This Thursday (29), Inep will send to public higher education institutions the classification lists of candidates approved in the Enem who registered with Sisu until the last week and are qualified to enroll in that university or federal institute.
Inep reinforces that the publication of the list with the names of successful candidates does not depend on whether or not they have a high school completion certificate.
The president of Inep added that, along with this result, federal institutes and federal universities participating in Sisu have already received a circular from the Ministry of Education (MEC) with guidance on how the process occurs. “From this list, they [as instituições públicas de ensino superior] they will start calling these candidates to register.”
Enrollment in higher education
From February 2nd, registration for Sisu 2025 will be carried out directly at the higher education institution. Pre-selected candidates must present the necessary documentation such as identity card, Individual Taxpayer Registry (CPF), high school completion certificate, proof of residence and, for quotas, proof of income and self-declaration, as required by each university.
The president of Inep reassures those registered with Sisu. “It is important that everyone knows that they are legitimately entitled to all the processes that run by the MEC for the purpose of selecting those who took the Enem for higher education institutions. There are no restrictions. Now, enrollment will be done directly at the institutions.”
Digital certification
Inep announced that, from this 2026, the high school completion certificate can be requested digitally, directly on the institute’s platform, with authentication from the Gov.br portal. From March 2nd, the deadline for requesting this official diploma with permanent validity will open, which will become 100% digital.
The initiative will eliminate the need for students to physically travel to schools or partner networks to make the same request.
According to the president of Inep, the request will be automatically forwarded to one of Inep’s five partner federal institutes (IFs).
“This is the first time that a digital secondary education certification has been carried out. It will be a much easier process than it was until recently.”
To avoid overloading the system, Inep is closing partnerships with five federal institutes, one in each region of the country. Currently, the Federal Institute of São Paulo (IFSP) is responsible for testing the technology that will serve as the basis for all of Brazil.
Prouni
The document certifying completion of high school will also not be required in the registration process for anyone who wants to apply for one of the vacancies in the selection process for the first semester of 2026 of the University for All Program (Prouni). Free registration is open until Thursday at Single Portal for Access to Higher Education.
To assist students with registration, the MEC created a step by step indicating the main steps and necessary documents.
With more than 594 thousand scholarships, this is the largest offer in Prouni’s history. The result of the first call will be made available on February 3rd, and the deadline to present the necessary documentation to universities and colleges is from February 3rd to 13th, 2026.
