José Jerí did not tell the truth in Congress about Zhihua Yang's company

Final thrust? The acting president, José Jerídid not tell the truth about the situation of the company Hidroeléctrica América SAC, of ​​his friend of Chinese nationality Zhihua Yangand the millionaire concession that it maintains with the State, during its presentation on the 21st of this month before the Congressional Oversight Commission.

In 2023, the company Hidroeléctrica América SAC, of Zhihua Yangobtained the concession to install a power plant on the Pachachaca River in Abancay.

The company committed to investing 24.4 million dollars in said work. The contract was signed exactly on March 7, 2023 and the start of operations was scheduled for May 1 of this year.

But, apparently, time was not enough for ‘Jony’, as Jerí called him.

At the Oversight Commission, Jerí did not inform his colleagues that three days before his meeting at the Xin Yan chifa in San Borja —on December 26 of last year—, to which he was hooded to meet his questioned friend, who is related to Chinese companies investigated for corruption, such as China Railway No 10, the businessman asked the Government to grant him a three-year extension for the start of operations of the hydroelectric plant in Abancay.

HE DIDN’T TELL THE TRUTH

This was what Jerí said about whether Zhihua Yang’s company currently had pending procedures with his Government, which could generate a conflict of interest due to their meeting in the chifa and other links uncovered by this newspaper, such as an invitation to a symphonic gala on December 30.

“From the subsequent information that I have obtained and have been able to gather regarding the entire scenario, Mr. ‘Jony’ does not have any current contracting process with the State that I am aware of. His activities close to the State, according to information I have, are linked to previous years, when he was not management, he was not Executive, and he could not interfere either directly or indirectly,” said Jerí in Supervision.

He maintained that on the issue of hydroelectric power, the company did not have recent management. “The facts speak for themselves. It is a concession that began in 2017 and was granted in 2023. Did President Jerí have any impact in those years when the process began or the concession was given? No. Regarding any link with the State (the company), it has no link to this day; any link with the State is from previous years,” he said.

DID YOU HIDE A CONFLICT OF INTEREST?

The investigation of the Punto Final program revealed that on December 23, 2025, three days before the meeting at the San Borja chifa, the company Hidroeléctrica América SAC, of ​​the presidential Chinese friend, presented a letter to the Ministry of Energy and Mines (Minem), registered with the number 4188671, in which it requested a new start date of operations. That is, changing May 1, 2026 to June 15, 2029, which implies a three-year extension.

According to the Electricity Concessions Law, a company must comply with the start of operations or risk losing the concession if it does not do so.

This would imply not only that ‘Jony’ would lose the million-dollar business, but also the letter of guarantee equivalent to 1% of the value of the work, which amounts to US$224,000.

This, without a doubt, constitutes further evidence for Jerí’s censure or vacancy.

CENSORSHIP IS COMING

In parallel, the head of Congress, Fernando Rospigliosi, confirmed to Peru21 that the constitutional framework allows the interim president José Jerí to call an extraordinary plenary session to vote on the six motions of censure and a vacancy motion against him due to his relationship with Zhihua Yang and questioned Chinese companies linked to him.

According to article 118 of the Constitution, the head of state can call an extraordinary plenary session to review the motions of censure or vacancy presented against him due to questions related to Zhihua Yang and the Chinese firms that have won bids during his administration and in previous governments.

Rospigliosi added that it is also possible that the congressmen gather 78 signatures, with which he could call the extraordinary plenary session. That is, if there is no initiative from the Palace, the Legislature can still force the debate and vote.

Asked about the possibility of addressing both pending issues in a single plenary session—the motions of censure and vacancy, as well as the vote, scheduled since 2024, on the final report on Chinese companies of the commission chaired by Congressman Héctor Valer—he admitted that it is not usual. “Well, it’s not customary, but I guess so,” he replied.

The president of the investigative commission of Chinese companies, Héctor Valer, asked the head of Congress, Fernando Rospigliosi, to vote in plenary on the final report in which Zhihua Yang appears.

The question is: Will Jerí dare to call an extraordinary plenary session to vote on his censure or his vacancy?
