MEF and MTC rule out budget cuts for the Santa Rosa Expressway

The Ministries of Economy and Transportation categorically ruled out that any budget cuts have been made that affect projects executed under the Government to Government (G2G) mechanism.

“There is no budget cut or modification in these projects,” he noted in a statement.

The portfolios maintained that what is being carried out is a comprehensive technical review of the G2G portfolio, with the objective of guaranteeing fiscal sustainability, financial viability and correct prioritization of public investments.

They announced that this review responds to the fact that several projects incorporated in previous administrations, including the Santa Rosa Expressway and the New Central Highway, were committed without a prior evaluation of budgetary capacity that would ensure their full financing throughout their execution cycle.

“In the 2026 Budget Law project (in execution), both projects have S/297 million, and between 2027 and 2028 with an additional S/212 million, which represents approximately 5% of the total estimated cost. Only the New Central Highway has a projected cost of S/24,600 million,” the statement said.

It was also specified that said G2G contracts were signed through Supreme Decrees issued in 2021 without having the technical opinion of budgetary capacity from the MEF.

They added that this omission generated, as with other G2G projects, a highly onerous portfolio with cost increases of more than 200% compared to the initially planned amounts, affecting fiscal predictability and putting increasing pressure on the public budget.

They maintained that, in this context, the MTC and the MEF have been defining a strategy that ensures the comprehensive financing of the works and their adequate operation and maintenance under alternative schemes that guarantee financial sustainability.

“The Executive reaffirms that this is a technical and responsible decision, aimed at protecting public resources and guaranteeing that investments are viable and sustainable,” the statement concludes.
