Scandal in Fovipol: They paid millions for uninhabitable housing for police officers

The Police Housing Fund (Fovipol) once again disbursed millions of soles for homes that are currently uninhabitable, located in the Piura region. Although the project had already been questioned for its manufacturing and the contract with the company had been concluded, the current management signed a conciliation that allowed new payments to the company.

According to the Sunday newspaper of Cuarto Poder, the project started in 2019when Fovipol awarded the good award in favor of KINSA of two projects in Piura for the construction of 680 homes in total for an amount of S/100,347,200: 456 homes in Las Palmeras de San Pablo and 224 homes in Oasis de Colán.

However, in the 2022when the company tried to deliver 114 homes, Fovipol observed a situation: The houses were not safe for the police family. Despite these adverse situations, KINSA demanded the money, but the police entity would not deliver it until the observations were corrected; However, they were not fulfilled, so a judicial instance was reached, and even terminated the contract.

Despite this background, with the arrival of PNP Colonel Edgar Paredes Montenegro to the general management of Fovipolin December 2024 (under the administration of the then Minister of the Interior, Juan José Santiváñez), the contract was revived through a conciliation that authorized new advances for more than S/25 million in favor of the construction company.

Through a statement, KINSA assured to build 478 homeswhich have already been formally delivered to Fovipol with the basic services.

In this regard, Edgar Paredes Montenegro assured that, in his opinion, “It has always been good because the interests of Fovipol have been defended”.

Added to this is that managed a loan of more than S/533 to buy an apartment in San Isidro, already being general manager.

UNHABITABLE HOUSING

After the visit of Congresswoman Maricruz Zeta, it was evident that the Homes in Las Palmeras have crowded doors and even with holes, sinks in the floor, coating that comes off, insects, discarded cardboard remains.

Furthermore, it was evident that many of the houses are not inhabited due to the risk they represent. In the event of a seismic event, they warn that they would collapse in an instant.
