Council of Ministers approves salary increase with extra payments in Cuba

LIMA, Peru – The Council of Ministers of the Cuban regime approved this weekend the salary increase with extra payments published in the Extraordinary Official Gazette No. 45 of August 11, 2025.

As shared by the official reporter Lázaro Manuel Alonso on FacebookAgreement 10,199 authorizes budgeted units to redistribute unexecuted personnel expenses as an incentive for job stability.

The resolution approves the redistribution of unexecuted resources from the salary fund as an additional payment aimed at encouraging job stability in all categories of the budgeted sector, including units with special treatment.

“This payment is considered a salary for legal purposes, but it does not create a permanent or massive salary system,” the publication notes.

According to the regulations, each budgeted unit would approve internal regulations that include the participation of the union organization and that regulate criteria for granting based on performance, responsibilities and competencies, the periodicity of the payment (one-time or temporary), the authorities that certify its application and a control system.

Likewise, the amount and distribution of payment are agreed upon by the Board of Directors, with union participation, and are communicated to the workers.

“Those who receive other differentiated salary treatments, such as health professionals and teachers with special benefits, are excepted,” Alonso reported.

What happened to the salary in 2025?

A recent report of the state National Office of Statistics and Information (ONEI) indicates that during the first half of 2025 in Cuba, the average monthly salary within the business and budgeted system registered an increase of 16.4%, reaching 6,649 pesos, compared to 5,714 pesos in the same period of the previous year.

The statistics transcend a context of acute crisis on the Island, where the reduction in the workforce decreased by 6.5%; the value of the dollar continues to rise in the exchange market; and after a study by the independent observatory Food Monitor Program (FMP) warned of greater food precariousness in Cuba, located out of reach of most households.

According to ONEI, the growth in salaries was more pronounced in the Cuban business sector, where the average salary increased by 24.9%, reaching 7,331.8 pesos, while in the budgeted sector the increase was 6.8%, reaching 5,922.6 pesos.

In the first six months of this year, the total salary fund would have allegedly grown by 5.4%, totaling 84,985,487.8 pesos.

The official source of the Cuban regime also assures that the increase was mainly driven by the business sector, whose salary fund increased by 16.0%, while the budgeted sector maintained its fund practically stable with a slight decrease of 0.2%.

Havana was the province that recorded the highest average salary (7,660.3 pesos), followed by Artemisa (6,820.1 pesos) and Holguín (6,640.9 pesos). On the other hand, the provinces with the lowest salary averages were Guantánamo (5,619.0 pesos), Isla de la Juventud (5,332.5 pesos) and Granma (5,907.7 pesos).

The ONEI also dissected the supposed increase by economic activities, highlighting the supply of electricity, gas and water with the highest average salary (12,362.8 pesos), followed by construction (11,255.9 pesos) and business services (9,077.8 pesos). For their part, community services activities (4,545.3 pesos), commerce (4,531.4 pesos) and culture and sports (5,153.5 pesos) showed the lowest average salaries.

While the Castro regime approves measures and presents optimistic figures about salaries on the Island, economic inflation has been growing in parallel and sustained, making the daily lives of Cubans difficult.

According to FMP, at the end of last August “two adults living in Havana would need at least 41,735 pesos to cover a barely sufficient diet. This figure is equivalent to almost 20 minimum wages or two years of minimum pensions according to official income in the country.” As of January 2026, the situation has only gotten worse on the Island.
