Key day. Congress presented a motion of censure against the Board of Directors of the institution headed by President José Jerí. The measure promoted by legislator Ruth Luque (Democratic Bloc) has 20 signatures from different groups with the aim of Jerí leaving office due to his clandestine meetings with Chinese businessman Zhihua Yang.
The motion presented by Luque is based on the fact that, in January of this year, it was revealed that Jerí used a presidential vehicle, called ‘presidential chest’ to attend a chifa in San Luis late at night. At that time, according to news reports, the president was wearing a hood and the meeting was not recorded as part of his agenda. “It was organized in an unofficial place where the acting president did not want to be recognized,” the document reads.
Likewise, the motion highlights the contradictions of the head of state when consulted by said meeting. Likewise, the second meeting was mentioned, on January 6 of this year, between Jerí and Yang in Market Capón, located in the Center of Lima, in which the president wore dark glasses, a diver and could be seen through the security cameras speaking on the phone in an airy manner.
It should be noted that, at the time of the second meeting, Zhuhua Yang’s business was closed, as recorded in a record of the Municipality of Lima.
Along the same lines, the document of the motion of censure stated that both the Chinese businessman Yang and Ji Wu Xiaodong visited the Government Palace between December 2025 and January of this year. The latter is investigated for the alleged crime of illegal logging in the Los Hostiles de la Amazonía case. In addition, he has a house arrest for a period of 24 months imposed in 2024.
In that sense, the measure maintains that Jerí “offends the judiciary of the two positions that he currently holds and generates all kinds of alarms about the under-the-table arrangements that he would have been carrying out.”
“The conduct of President José Jerí Oré violates the principles of probity, transparency and suitability in public office, as well as evidences a conflict of interest that has been brewing from the highest position in the State,” the document reads.
Through his official “He doesn’t deserve to be in office anymore. Now we’re going to see if Fujimori and the right protect him like they did all the time with Dina Boluarte,” he said.
The motion was supported by the left-wing congressmen of the Democratic Bloc, Together for Peru-Voces del Pueblo, Socialist Bank, as well as members of the parliamentary groups of Popular Action, Avanza País and the non-grouped ones.
It is important to specify that the motion promoted by Luque is directed solely against Jerí. In that sense, if the initiative succeeds and he is censured, the Plenary Session must elect a new head of the Board of Directors, who would automatically assume the head of the State. At the moment, Fernando Rospigliosi exercises the presidency in charge of Parliament; However, it would not be up to him to assume the role of supreme leader in the event that Jerí is removed from office.
José Jerí in trouble: they present a second motion of censure
The second motion of censure was presented by Congressman Elías Varas (Together for Peru-Voces del Pueblo). The document alleges that the president does not have the ethical and political suitability to hold office, having engaged in conduct and omissions that have weakened the oversight role of Congress.
The measure is based on the fact that Jerí – according to journalistic reports – had repeated unofficial meetings without institutional registration with a businessman linked to Nicanor Boluarte, brother of former president Dina Boluarte.
“The repetition of private meetings, without institutional registration and with people linked to relevant economic interests, violates the principles of transparency, accountability and primacy of the public interest that should govern the actions of all political authorities,” the document states.
