AN will present 29 bills and plans to begin discussion on Hydrocarbon reform

The president of the National Assembly (AN), Jorge Rodríguez, stated that he agreed with the publication of the complete list of political prisoners who have been released: «That list must be published. We will find a way to do this,” he said.


The president of the National Assembly, Jorge Rodríguez, reported that Parliament will present next Thursday, January 21, a legislative agenda for this composed of 29 bills, of which 12 are initiatives of the national Executive. He announced that that same day the first discussion of the reform of the Organic Hydrocarbons Law could begin.

During a press conference this Tuesday, January 20, Rodríguez said that the members of the Consultative Commission of the National Assembly met, a body that, he said, brings together the president, vice president and spokespersons of the permanent commissions, as well as representatives of other parliamentary groups, in compliance with article 36 of the Internal and Debating Regulations.

The deputy explained that the objective of the meeting was to create a legislative plan proposal, which if approved, will serve as a work guide for the approval of laws this year.

Among the Executive initiatives already submitted to the National Assembly, the president of the AN highlighted the reform of the Organic Hydrocarbons Law, presented by Delcy Rodríguez, in charge of the Executive, on January 15, 2026 in the presentation of the Report and Account.

He explained that the proposal seeks to adapt the legal framework to the conditions of sanctions and blockade, in order to boost foreign investment and accelerate oil production, especially in the so-called “green fields”, which require greater investments.

He pointed out that the reform proposes incorporating models into the law that, he said, have been successful, such as the Productive Participation Contracts (CPP), used to increase oil production in recent years. He added that these mechanisms would guarantee investment protection and profitability, keeping tax and royalty schemes clear.

He indicated that it is “very likely” that in next Thursday’s session there will be the first discussion of both the reform of the Hydrocarbons Law and the law to accelerate procedures..

On the other hand, Jorge Rodríguez pointed out that the legislative agenda seeks to reorganize the legal framework into eight major codes, with the purpose of group together scattered, contradictory or outdated laws. Among them he mentioned a new Economic and Commerce Code, a Penal Code, a Social Code, an Ecological Code, a Family Code and an Electoral Code, among others.

He clarified that this process is not linked to a constitutional reform, but is limited to the level of ordinary laws within the legal system.

The parliamentarian also mentioned projects such as the law for the acceleration and optimization of administrative procedures, aimed at simplifying processes in public administration, and the Organic Law for the Protection of Socioeconomic Rights, which seeks to formalize agreed price experiences and respond to exchange rate variations.

He indicated that it is “very likely” that the first discussion of both the reform of the Hydrocarbons Law and the law to accelerate procedures will take place in next Thursday’s session.

Jorge Rodríguez made a brief reference to the release process that the authorities carry out in the country, after being consulted, and stated that he agreed with the publication of the complete list of political prisoners who have received precautionary measures to leave the detention centers: «That list must be published. We will find a way to do this,” he said.

The authorities have stated that a total of 406 prisoners have been released since December of last year, but human rights NGOs have not been able to verify that number. They only say that they have verified about 155 cases. The demand of the relatives and representatives of the detainees is that freedom be for all those imprisoned for political reasons.
