While the National Prosecutor’s Office initiated preliminary investigations, in the Congress a motion of censure has been made official against José Jerí Oré in his position as President of Parliament after secret meetings between the president and a Chinese businessman were discovered.
The legislative initiative, which belongs to Congressman Edward Málaga Trillo, indicates that the interim president lacks the political and ethical suitability necessary to lead the democratic transition; Furthermore, institutional trust has been lost after the president’s lack of transparency was revealed, an action that is inconsistent with the position he holds. There is also an “improper use of the presidential investiture,” the motion states.
The document highlights the serious lack of entry of Chinese citizens into the Government Palace, for example, the case of one of them, who would have accessed the Executive headquarters despite having a house arrest order. These events (including secret visits to another Chinese businessman) are considered by the complaining parliamentarian as an offense to transparency.
The motion also points out that, despite the constant use of states of emergency, the numbers of homicides and extortions have maintained an increase between 2024 and 2026. Likewise, the appointment of officials with alleged links to informal mining in sectors such as INGEMMET has been questioned. The lack of support for the transport strike in January 2026 is also mentioned.
For all these reasons “the vacancy of the position of President of the Congress of the Republic of the censured congressman is declared (…) Likewise, it is ordered that the Presidency of the Congress be assumed immediately by the corresponding vice president, in accordance with the provisions of the Regulations of the Congress of the Republic,” the document reads.
